安徽省大病救助对象扩大 艾滋病者可获医疗救助

近日，记者从省民政厅获悉，《重大传染病病人医疗救助与艾滋病病人生活救助实施办法》（以下简称《办法》）正式出台。《办法》规定全省范围内确认的艾滋病病人及感染者都可获得医疗救助，对包括艾滋病在内的重大传染病医疗救助实施全民覆盖，同时对特困艾滋病患者等人群进行生活救助。
救助对象范围明显扩大
可获得医疗救治的对象包括：全省范围内确认的艾滋病病人及感染者；全省符合救治条件的结核病患者；全省符合《晚期血吸虫病诊断标准》的现症晚期血吸虫病人；全省范围内经有资质的医疗卫生机构确诊的人禽流感病人或疑似病人、传染性非典型肺炎病人或疑似病人、霍乱病人或疑似病人、不明原因肺炎病人、新发传染病、不明原因传染性疾病病人以及重大或特别重大突发公共卫生事件病人。
生活救助的对象主要为：全省范围内因艾滋病导致劳动能力丧失的特困艾滋病病人及感染者；因艾滋病导致父母双亡的孤儿；因艾滋病导致父母一方亡故的子 女；感染艾滋病病毒的儿童；因艾滋病导致子女亡故且无其他人赡养的60岁以上的老人；血友病感染艾滋病患者。
如何申请医疗和生活救助
记者了解到，医疗救助对象均需要提交：申请人申请、身份证（户口簿），不同的救治对象还需出具不同的证明材料。
比如艾滋病医疗救治对象要出具确认实验室出具的HIV阳性感染者检验报告、CD4检测报告；结核病医疗救治对象则要拿出当地县级医疗机构或疾控机构诊断证明等相关临床资料，现症贫困结核病患者还应提供证明其为贫困人口的证明资料（包括城乡居民最低生活保障金领取证、农村五保户证、当地乡政府或街道居委会出具的特困证明材料）。
生活救助对象提交材料时，不同的救助对象需要提供不同的证明材料，具体材料市民可咨询当地民政部门。
艾滋病患者最高补助4800元
对于符合治疗标准的艾滋病人，《办法》规定将实行免费抗病毒治疗，治疗费用由中央补助地方公共卫生项目资金中解决。
对有治疗需求的艾滋病病人进行抗机会感染治疗，将按照每人每年最高限额4800元的标准给予补助，全部由省财政负担。
因艾滋病导致劳动能力丧失的特困艾滋病病人，按照每人每月150元的标准给予补助；因艾滋病导致父母双亡的孤儿，按照每人每月150元的标准给予补助；因艾滋病导致父母一方亡故的子女，按照每人每月100元的标准给予补助；感染艾滋病病毒的儿童，按照每人每月200元的标准给予补助；因艾滋病导致子女亡故且无其他人赡养的60岁以上的老人，按照每人每月150元的标准给予补助；血友病感染艾滋病患者，按照每人每月500元的标准给予补助。
其他重大疾病也可获补助
《办法》中除了规定对艾滋病病人的医疗救助标准和生活救助标准之外，对血吸虫病、肺结核病病人、人禽流感病人、霍乱病人等重大传染性疾病导致的病人都做出了明确的规定。
肺结核病
对符合救治条件的肺结核病病人免费提供抗结核药；对现症贫困结核病患者给予辅助诊断、辅助治疗和并发症治疗，按照每人每年最高限额900元标准给予补助，按实际发生额由当地结核病定点收治机构予以减免。
血吸虫病
对现症晚期血吸虫病病人，按照晚期血吸虫病（晚内或晚外）治疗方案规定的要求，原则上按每例每年5000元的标准进行医疗救治，所需经费由中央补助地方公共卫生专项资金和省财政解决。
其他感染性疾病
对全省范围内经有资质的医疗卫生机构确诊的人禽流感病人或疑似病人、传染性非典型肺炎病人或疑似病人、霍乱病人或疑似病人、不明原因肺炎病人、新发传染病、不明原因传染性疾病病人以及重大或特别重大突发公共卫生事件病人进行医疗救治。
按实际发生额，由省和市或县（区）各负担50%。主要对发生的医疗费用、消毒隔离费用、专家会诊费用及省级财政部门确定的补助费用进行补助。
关于医疗救治、补助经费的发放，《办法》也有严格规定：必须补助到实施医疗救治的单位，生活救助经费必须补助到患者，任何单位和个人不得截留、挤占和挪用。
