《中国时事》中国将进一步加强艾滋病防治

国际在线消息:中国国务院日前发布文件,要求进一步加强艾滋病防治工作,力争到2015年重点地区和重点人群疫情快速上升的势头得到基本遏制,到2020年全国疫情得到较好控制。本台记者为此专访了中国疾病预防控制中心性病艾滋病预防控制中心主任吴尊友。他介绍说,目前中国艾滋病疫情上升幅度已得到控制,艾滋病防控战略目标切合实际,但仍具挑战。下面请听详细报道。
近年来中国艾滋病疫情呈上升态势,据估算,中国现有艾滋病感染者和病人约74万人。中国疾病预防控制中心性病艾滋病预防控制中心主任吴尊友介绍说,近年来,中国政府在艾滋病防控方面采取了推广安全套、开展吸毒人员美沙酮维持治疗以及免费抗病毒治疗等有效措施,艾滋病疫情的上升幅度得到控制,但艾滋病流行形势依然严峻:
“目前疫情变得更加复杂,性传播成为主要传播方式,疫情从高危人群向一般人群扩散,形势还是很严峻,特别是在新报告的感染病人当中病人越来越多,死亡的病人也在增加,这种死亡更多的是因为社会歧视造成感染者不愿意检测暴露自己的感染身份而耽误了治疗机会。”
为加强艾滋病防治,中国国务院日前发布文件,要求进一步落实艾滋病防治政策,扩大监测检测覆盖面,最大限度发现艾滋病病毒感染者;扩大预防母婴传播覆盖面,有效减少新生儿感染;扩大综合干预覆盖面,减少艾滋病病毒传播几率;扩大抗病毒治疗覆盖面,提高治疗水平;加强血液管理,保障临床用血安全。此外,这份文件还提出加强医疗保障,在基本药物目录中适当增加抗艾滋病病毒治疗和机会性感染治疗药品的种类,减轻艾滋病病毒感染者和病人医疗负担。吴尊友对此表示,这一举措将对减少艾滋病人死亡发挥积极作用。
“从2003年国家实施免费抗病毒的治疗以后,由于艾滋病感染造成的死亡有大幅度的减少和下降。现在不是抗病毒的治疗费用贵,而是机会性感染(由于免疫系统功能低下,感染了艾滋病病毒的人患传染病和恶性肿瘤等疾病的机会增加)。随着我们抗病毒治疗的推进,机会性感染造成病人死亡,经费的负担又超出了我们原来的范围,所以从新的政策里面就希望能把这些基本的医疗,能够涵盖艾滋病病人,使得抗病毒的治疗效果加强,对减少病人死亡、提高病人生活质量应该说是一个大的推进。”
国务院发布的文件同时要求,加强关怀救助,提高艾滋病病毒感染者和病人生活质量。加强权益保护,消除社会歧视,保障艾滋病病毒感染者和病人及其家庭成员在就医、就业、入学等方面的合法权益。此外,还要求加大科研力度,力争艾滋病疫苗、抗病毒药物、快速诊断试剂研制取得突破,同时加强国际合作,借鉴其他国家防治经验,提高艾滋病防治工作水平。
文件还制定了艾滋病防治的战略目标。力争到2015年重点地区和重点人群疫情快速上升的势头得到基本遏制,到2020年全国疫情得到较好控制,继续保持低流行水平。吴尊友对此表示,这一疫情控制目标切合实际,但仍具有挑战。
“控制这种疾病现在面临的挑战,最主要有几个方面:一个是由于歧视,我们对每年死亡的病人也进行了分析,大约80%的死亡病人没有来的及上抗病毒治疗,不能享受国家政策而受益。第二个挑战是特殊人群,像男男同性恋的人群,这个人群感染率在上升。所以在十二五期间(今后五年),要加强重点地区的艾滋病防治工作,如果我们能把这些问题解决作为十二五的战略目标,到2020年把这个疫情控制住应该是没有什么问题。” (本文来源:国际在线 )
