国家质检总局昨日公布了《国家质量监督检验检疫总局关于修改＜口岸艾滋病防治管理办法＞的决定(征求意见稿)》，并自昨日起向社会公开征求意见，意见收集截止日期为12月5日。
“回国检艾滋过关时间和费用增加”
据了解，此次征求意见稿删除了此前备受争议的在境外居住1年以上中国公民回国必须进行艾滋病检测的有关规定。
中新社在原《办法》出台后曾援引美国《侨报》报道称，洛杉矶受访华裔民众认为回国检艾滋的规定使归国手续复杂化，过关时间和费用增加，而且有的还担心会出现健康问题。
被删除的还有第十六条第二款，“疫情信息应当在6小时内通过卫生检疫信息管理系统进行报告”。
“检验机构确认申报真实性”被删除
此外，原《办法》第八条，患有艾滋病或者感染艾滋病病毒的入出境人员，在入境时应当向检验检疫机构申报，检验检疫机构应当确认申报内容的真实性，并对其进行健康咨询，同时应当通知其目的地的检验检疫机构及疾病预防控制部门。删除了“检验检疫机构应当确认申报内容的真实性”的部分。
