8 月19 日，全市防治艾滋病攻坚工程工作会议召开，会议传达了近期自治区党委、政府召开有关防治艾滋病会议精神。市长杨和荣出席会议并强调，要高度重视艾滋病防治，进一步统一思想，明确工作目标，动员各方力量，加快推进来宾市防治艾滋病攻坚工程各项工作，遏制艾滋病在来宾市的传播和蔓延。

    来宾市委常委、常务副市长莫桦，市委常委、宣传部部长、副市长曾艳，副市长秦全贵出席会议。

    艾滋病是有史以来最具破坏性的疾病之一，具有潜伏期长、隐蔽性强、传染途径多的特性，防治艾滋病是一场涉及面广、任务艰巨繁重、时间长的系统工程。近年来，来宾市在艾滋病综合防控方面做了大量工作，但防艾形势依然严峻。

    杨和荣指出，各级党委、政府及各部门要高度重视防治艾滋病攻坚工程，认清形势，进一步增强实施防治艾滋病攻坚工程的责任感、紧迫感；加强领导，狠抓落实，确保防治艾滋病攻坚工程实施工作取得明显成效。

    针对来宾市艾滋病防控形势，杨和荣提出，要提高认识，切实加强对防治艾滋病工作的领导；增强合力，建立健全防治工作协调机制；明确责任，全力推进专项实施工程；克服困难，落实好人财保障措施；严格考核，确保攻坚工程取得实效；科学防治，全力遏制艾滋病在来宾市蔓延，为保障人民群众身体健康和生命安全，为促进来宾市经济社会又好又快发展作出贡献。

    会议强调，防治艾滋病不单是卫生部门的任务，也是各级党委、政府及各部门和全社会的共同职责，来宾市将重点推进防治艾滋病宣传教育工程、依法治理性与毒品传播艾滋病工程、预防艾滋病推广使用安全套工程、防治艾滋病健康干预与传染源管理工程、艾滋病监测能力建设工程、艾滋病医疗救治工程、预防艾滋病母婴传播工程、监管场所防治艾滋病工程、艾滋病社会救助工程、防治艾滋病科学研究与技术推广工程等10 项专项工程，打一场防治艾滋病的人民战争，坚决遏制艾滋病在来宾市传播与蔓延。

    会上，莫桦与各县（市、区）党委、政府签订防治艾滋病攻坚工程责任状。
