新疆拟出台艾滋病防治条例 防治人员将享补贴

7月26日，新疆维吾尔自治区人大常委会召开第十九次会议，分组审议了《自治区艾滋病防治条例(草案修改稿)》(以下简称《草案修改稿》)。
《草案修改稿》提出，对因参与艾滋病的防治工作或者因执行公务感染艾滋病病毒以及因此致病、丧失劳动能力或者死亡的人员，按照国家和自治区有关规定给予补助、抚恤。直接从事艾滋病防治工作人员以及其他从事容易发生艾滋病职业暴露相关工作的人员应当享受岗位补贴，具体办法由自治区人民政府制定。
该条例出台后，新疆从事艾滋病防治的工作人员会得到补助，艾滋病病毒感染者和艾滋病患者也将享受到更多的治疗和救助。新疆的农村艾滋病患者、城镇经济困难艾滋病患者，以及感染艾滋病病毒的孕产妇有望享受免费药品或治疗。
首先， 《草案修改稿》规定县级以上人民政府应当向艾滋病患者提供四项关怀、救助措施，即：向农村艾滋病患者和城镇经济困难艾滋病患者免费提供抗艾滋病病毒治疗药品；对农村和城镇经济困难的艾滋病病毒感染者、艾滋病患者适当减免抗机会性感染治疗药品的费用；向接受艾滋病咨询、检测的人员免费提供咨询和初筛检测；向感染艾滋病病毒的孕产妇免费提供艾滋病母婴传播的治疗和咨询。
其次，自治区人力资源和社会保障行政部门应当按照国家规定，将治疗艾滋病的药品列入基本医疗保险药品目录范围。
第三，艾滋病病毒感染者和艾滋病患者及其家属如果因病致贫，将被纳入政府救助范围，给予生活救助。
为了降低艾滋病的感染几率，该《草案修改稿》规定，鼓励和倡导公民婚前进行艾滋病免费筛查检测，并接受医学咨询服务。
艾滋病病毒感染者和艾滋病患者应当将病情事实告知与其有性关系者。不及时告知的，其住所地的疾病预防控制机构征得本人同意可代为告知，并提供医学指导。
此外，《草案修改稿》还规定，如果艾滋病病毒感染者或者艾滋病患者故意传播艾滋病，以及采供血机构将未经艾滋病检测的人体血液，或者艾滋病检测阳性的人体血液供应给医疗机构，构成犯罪的将依法追究刑事责任。(韩晓怡)
