联合国吁各国不要在艾滋病防治取得进展时减投

中新网7月20日电 据联合国网站报道,联合国艾滋病规划署在7月18日于维也纳开幕的第18届世界艾滋病大会上表示,在全球经济危机中,富裕国家去年为应对艾滋病而捐助的资金下降了1亿美元。艾滋病规划署强调,在目前抗击艾滋病的努力取得一定成功的情况下,捐助方应增加投入,以保持这一良好势头。
联合国艾滋病规划署同凯泽家族基金会(Kaiser Family Foundation)联合进行的一项评估表明,在2009年,八国集团、欧洲委员会和其他捐助方政府为发展中国家应对艾滋病的努力提供了76亿美元资金,同2008年的77亿美元相比,下降了1亿美元。
凯泽家族基金会表示,在经济衰退中,捐助国在艾滋病的应对资金方面抱着一种试探的心理,但总体上并没有大幅削减资金。经济复苏更为稳定以后,捐助是否会恢复快速增长仍有待观察。
艾滋病规划署指出,减少对艾滋病的投资将影响到艾滋病的防治工作。近年来,艾滋病防治取得了一定进展,现在需要增加投资而不是减少投资。
美国是最大的艾滋病防治资金捐助国,美国的捐助资金从2008年的39亿5000万美元增加到了2009年的44亿美元。其他捐助大国依次是英国、德国、荷兰、法国和丹麦。
艾滋病规划署估计,中低收入国家在2009年总共需要236亿美元应对艾滋病,捐助资金同需求之间存在数十亿美元的缺口。
