孙瑞灼：谁为80多名输血感染艾滋的患者负责

1996年到1997年期间，80余人在湖北大冶市二医院做手术时接受输血感染了艾滋病，还有人将艾滋病传给了妻子或孩子，总人数近百人。
100条生命，意味着一百多个家庭。那么，谁应该为80多名因输血感染艾滋病的患者负责？据悉，这么多病人在医院感染艾滋病，与该院在不知情的情况下向患者输入不洁血液有关。应当说，这是一起重大医疗责任事故，相关人员已构成了刑事犯罪。就法律而言，应以重大医疗责任事故罪追责。
但对于患者而言，在既成事实的情况下，如何获得合理、充分的补偿，避免他们的家庭和生活因此遭受灭顶之灾。我认为，当地政府应当担负起艾滋患者的赔偿和治疗责任。政府为民众提供一个健康、安全的医疗环境，是义不容辞的责任。因此，当地政府应当吸取这一起重大医疗事故的教训，采取严格措施加强血液安全保障，杜绝医院自行采血这种极为错误和不规范的做法。同时，政府要对近百名艾滋患者负责，给予他们合理的赔偿和充分的治疗！

艾滋病小偷使坏 反扒队员奋不顾身

已是深夜10点多了，湖滨派出所协警大队突然热闹起来。“太值得敬佩了，我怎么也得连夜送过来。”一位女士特地从城西打的赶过来，手拿锦旗，感谢反扒队员。“帮她抓了偷手机的贼，怎么会如此激动呢？”
“抓的时候我们不知道，其中一名小偷得了艾滋病，身上都已溃烂了。”在一旁的反扒队员王连国说，傍晚时候，他和队员在长生路与东坡路交叉口发现两名可疑者，一男一女，男的看上去只有20岁出头，女的应该有30多岁了。
“两人肯定是刚偷到手机，正在处理手机上证据，销毁SIM卡。于是我和队员便追上去，将两人抓了。”对方交了手机后，队员准备将其押送派出所。“这两个人脸色十分难看，好像生了重病的样子，其中那个男的身上有多处溃烂。”王连国说，就在队员带他们到派出所路上时，那个男的拼命抓身上的溃烂处，然后往反扒队员身上抹。凭经验，队员们知道两人可能患病，于是迅速将其制服。
果然，押到派出所后他们除了交代偷手机的过程外，承认自己患了艾滋病。令队员们感到庆幸的是，他们身上都没有伤口，再就是大家动作较快，迅速控制，否则后果难于设想。
反扒队员们从手机卡上得到了杨女士的信息，于是通知她来领取手机。得知抓获这两个小偷背后有如此惊险的事情发生，杨女士决定连夜上门感谢。

Therefore, the local government should learn from this lesson with a major medical malpractice, to adopt strict measures to enhance blood safety and security of their own blood to eliminate the hospital this very wrong and not the norm. Meanwhile, the Government should be responsible for hundreds of people living with patients, giving them reasonable compensation and adequate treatment!
