北京采取多项措施防控艾滋病疫情向普通人群扩散

· 北京市疾病预防控制中心２２日发布数据显示，北京市艾滋病的流行有从高危人群向普通人群扩散的趋势，其中６０岁以上老年人及青年学生感染艾滋病病毒比例上升。北京采取多项措施保护普通人群免受艾滋病病毒感染。
在２２日召开的北京市艾滋病防控工作会议上，北京市疾病预防控制中心主任邓瑛说，截至５月３１日，北京市累计报告艾滋病病毒感染者和艾滋病病人７６７２例，北京市艾滋病疫情总体呈低流行态势，但疫情处于上升阶段，北京受艾滋病影响的人群类别增多，流行趋于复杂化。
北京市防治艾滋病工作委员会主任、北京市副市长丁向阳要求，保护普通人群免受艾滋病病毒感染一定要尽快拿出明确的行动计划，不能让艾滋病病毒在普通人群中传播蔓延。此外，北京艾滋病防控工作的重点是高危人群，要加强对同性恋、吸毒人员和卖淫嫖娼人员的宣传教育。
《２０１０年北京市艾滋病工作要点》提出，将进一步扩大对北京吸毒人群的干预覆盖面，扩大清洁针具交换站点，降低通过注射吸毒传播艾滋病的危险。同时，在北京加大安全套推广和督导工作力度，所有歌厅、夜总会、桑拿洗浴中心等娱乐场所要１００％安装自动售套机。
北京市防治艾滋病工作委员日前发出通知，要求北京市教委负责在北京市各类高等学校、各类中等职业学校和普通中学开展艾滋病防治知识教育，并纳入学校的教学计划，定期开展相应的教育活动。
此外，北京将试点降低美沙酮维持治疗的门诊服药条件，取消对流动人口的暂住证限制。美沙酮维持治疗是指有吸毒经历的人员通过服用美沙酮治疗海洛因成瘾，最终达到减少毒品危害的目的。目前，北京接受美沙酮维持治疗的是北京市户籍或在北京居住６个月以上且办理了暂住证的中国公民。
据悉，北京市要求凡是吸毒人员超过５００人的区县，都要建立美沙酮维持治疗门诊。北京市卫生局局长方来英说，今后对于不具备建立美沙酮维持治疗门诊条件的区县，要进行美沙酮门诊延伸服务试点，以满足更多人员的服药需求。北京市还要求每个区县至少要建立一家性病综合防治示范门诊。
