2010年中医医政将组织修订中医药治疗艾滋病技术方案
3月6日，全国中医医政工作会在贵阳落幕，会议总结了2009年的医政工作，并站在新的起点上对2010年的工作进行部署——
为了深入学习实践科学发展观，贯彻落实《中共中央国务院关于深化医药卫生体制改革的意见》和《国务院关于扶持和促进中医药事业发展的若干意见》，国家中医药管理局按照2010年全国中医药工作会议精神和工作部署要求，深化改革，狠抓落实，全面协调开展中医医政各项工作。
参与实施医改各项重点任务
制定有利于提供和使用中医药服务的优惠政策；督促参合县在新农合统筹补偿方案中落实提高使用中医药有关费用补偿比例和引导农民应用中医药适宜技术等政策。
做好中药基本药物配备和使用管理及各省(区、市)增补中药品种的遴选工作；与卫生部联合制订《国家基本药物目录临床应用指南(其他医疗机构配备使用部分)》中成药卷，制定国家基本医疗保险药品目录处方集(中成药)；开展国家基本药物中的中成药临床应用培训和应用情况的监测与评估。
参与做好农村卫生服务体系建设与发展规划县中医医院建设项目；与卫生部联合印发《乡镇卫生院中医科室基本标准》，继续抓好国债项目基层医疗卫生服务体系中心乡镇卫生院中医药条件建设，加强村卫生室中医药业务建设，强化县、乡、村三级中医药服务网络协作。
配合卫生部起草基本公共卫生服务绩效考核评价体系和办法，将应用中医药预防保健技术和方法、发挥中医药在公共卫生服务中的作用列为重点指标予以考核。推动各地落实《国家基本公共卫生服务规范(2009版)》中医药相关要求，在城乡居民健康档案中100％填写中医体质辨识内容，应用中医药方法开展健康教育和孕产妇、老人及高血压、糖尿病患者健康管理。
各级中医药管理部门要积极参与公立医院改革试点工作,合理规划公立中医医院的布局，将公立中医医院纳入试点范围，探索建立有利于中医药特色优势发挥的公立中医医院管理体制、补偿机制和监管体制。
继续做好应对突发公卫事件
和重大疾病防治
总结中医药防治甲流经验，及时调整中医药防治方案，加强中医药人员防治甲流培训和业务指导；继续开展中医药治疗艾滋病试点项目，在项目省试行《中医药治疗HIV/AIDS疗效评价分期标准及指标体系》。组织修订中医药治疗艾滋病技术方案。
按照《在卫生应急工作中充分发挥中医药作用的通知》要求，建立健全中医药参与重大疾病防治与突发公共事件卫生应急工作的机制；继续在传染病医院建设中医传染病临床基地，建立中医药参与突发公共事件卫生应急网络。
制定《关于加强重点中医专科建设的意见》；继续开展临床诊疗方案验证和优化工作；建立完善视频网络平台，推广中医诊疗方案；继续开展中医优势病种临床治疗难点解决工作；开展重点专科建设项目评审验收工作；对成熟的优势病种治疗效果开展宣传。
大力加强农村中医药工作
贯彻落实全国农村中医药工作会议精神，印发实施《农村中医药工作近期重点实施方案(2010—2011年)》。
修订全国农村中医工作先进县管理办法和标准；开展全国基层(农村)中医药工作先进单位创建活动；制定《农村中医药工作指南》，并开展推广培训。
探索建立中医药适宜技术推广长效机制。加快省级和县级中医适宜技术培训基地建设，加强省级和县级师资培训；对1400个县级行政区划实施情况进行督导和效果评估。
继续参与实施“万名医师支援农村卫生工程”，建立一批三级中医医院与县级中医医院对口协作关系，确保10％以上的县级中医医院接受对口支援。
继续做好农村医疗机构中医特色专科、针灸理疗康复特色专科，县级中医医院中药房、急诊急救能力等建设项目。
加强对农村中医药工作的管理。研究制定农村中医药工作评价指标体系，开展农村中医药工作评价。
扎实推进社区中医药工作
制定社区中医药服务工作评价指标体系，开展社区中医药服务工作评价。
继续举办《社区中医药服务工作指南》培训班，对全国区卫生局局长和社区卫生服务机构管理人员进行轮训。开展全国基层(社区)中医药工作先进单位创建活动。
总结中医坐堂医诊所试点工作，印发《中医坐堂医诊所基本标准》。
加强中医医院管理和内涵建设
制定发挥中医药特色优势的中医医院评价办法和标准，启动中医医院评审评价试点；建立完善中医医院的监测、巡查、预警和警示制度；制定中医临床科室建设与管理指南；修订中医诊疗科目和中医医疗机构类别及标准；完成《中医医院中医护理工作指南》。
继续开展中医医院管理年活动，并进行评估检查；继续参与“平安医院”创建工作；召开全国中医医院工作会议。
加强和改进中医医疗机构中药使用管理。制定提高中药饮片质量的政策措施；协调下发《关于加强医疗机构中药制剂管理的意见》；印发《中成药临床应用指导原则》；制定《中医处方格式及书写要求》。
制定《中医医院文化建设汇萃》；继续做好中医医院中医药文化建设试点工作；继续开展中医药文化建设经验交流活动。
印发《关于发展中医诊疗设备的意见》及《中医医院设备配置标准》。
建设中医预防保健服务体系
继续研究制定“治未病”服务机构和人员等方面的管理规范，并开展试点；推广中医养生保健方法、技术和设备。
对第一批“治未病”预防保健服务试点单位试点情况进行督导，加强对“治未病”服务的效果评价和总结工作。
积极推动综合医院中医药工作
落实好《综合医院中医临床科室基本标准》、《医院中药房基本标准》等标准规范。
组织编写《综合医院中医药工作指南》，加强对综合医院中医药工作的指导。
继续开展“全国综合医院中医药工作示范单位”创建活动。制定印发《全国综合医院中医药工作示范单位评估细则》。
完善中医民族医人员准入制度
实施新修订的师承和确有专长人员综合笔试大纲；正式实施中医类别傣医专业、中医类别中医(朝医)专业和中医(壮医)专业国家医师资格考试。
研究制定中医类别医师执业范围，以进一步规范中医类别医师执业行为；与卫生部联合制定农村一技之长中医(民族医)人员纳入乡村医生管理工作方案。
开展中医医师多点执业试点，探索中医医师多点执业的有效管理方式。
做好民族医与中西医结合工作
实施《全国民族医药工作近期重点实施方案(2010-2011年)》。制定国家基本医疗保险药品目录(民族药)。
继续抓好重点民族医医院建设单位建设；继续抓好民族医重点专科(专病)和农村医疗机构民族医特色专科(专病)建设；继续抓好县级民族医医院民族药药房建设；继续抓好县级民族医医院急诊科建设。
进一步加强中西医结合医院建设。继续抓好重点中西医结合医院建设单位和中西医结合重点专科（专病)建设。印发《中西医结合医院工作指南》，并开展推广培训。筹备全国中西医结合工作会议。
加强民间医药工作
制定《关于加强民间医药工作的意见》。加强民间医药技术和方法、方药、器械的转化，并作为适宜技术推广应用；在重点专科(专病)、特色专科(专病)等项目建设中，注重对民间医药的挖掘、整理、吸收。
鼓励通过师承等方式传承民间中医药。进一步完善传统医学师承教育的出师考核和确有专长人员的考核办法，使跟师学习或依法从事传统医学临床实践并掌握独具特色、安全有效的传统医学诊疗技术的人员，具备参加国家医师资格考试的资格，从而取得合法的行医资格。
研究制定促进民营中医医疗机构发展的政策；研究制定中医专业技术人员特别是名老中医开办中医诊所鼓励政策。召开全国民间医药暨民营中医医疗机构工作座谈会。（中国中医药报记者 吴潇湘整理）
