深圳拟为性病和艾滋病防治立法

卫人委：全市艾滋病报告发病率年均增长44.7%
本报讯 (记者 鲍文娟)今年两会期间，农工党深圳市委会提交提案建议构建和完善全市性病艾滋病防治系统工程。记者昨日获悉，深圳卫生与人口计生委回复该提案时表示，制定《深圳市性病艾滋病防治条例》非常必要，将协调有关部门深入研究论证，做好相关立法准备。
性传播成HIV传播主要途径
农工党深圳市委会调研表示，全市HIV病例的传播途径较数年前发生了重大的转变，从以吸毒共用针具为主转变为以性传播为主，后者比例达到约64.3%。
农工党深圳市委会认为，由于许多性病、艾滋病患者因害怕受歧视、医疗费较高等原因不愿意去大医院看病，所以建议应降低性病诊疗服务技术许可门槛，扩大性病诊疗服务覆盖面，对有条件的公立医疗机构以及社康中心等通过认证评价后准许开展性病诊疗服务，并实施严格管理，引导正确就医行为。同时，企业的责任也不容忽视，应规定企业将预防知识纳入职工的上岗培训内容中。
将加大健康教育与干预力度
记者昨日获悉，市卫生与人口计划生育委员会在回复这份提案时表示，构建和完善全市性病艾滋病防治系统工程工作非常迫切与必要。
该委员会在介绍深圳性病艾滋病疫情时表示，自1988年深圳启动开展艾滋病监测以来，1988年～2010年，全市共报告HIV/AIDS病例4662例，其中艾滋病病人1062例，占22.7%，已知死亡病例146例。报告发病率(扣除人口增长因素)年均增长幅度44.7%，艾滋病流行呈快速增长势头。
深圳卫人委表示，接下来将加强政府领导和多部门合作，加大健康教育与干预力度，进一步规范性病门诊的诊疗服务，逐步扩大性病及艾滋病防治服务覆盖面。同时，将强力推动社区和企业在性病艾滋病防治中社会责任的承担和履责行为的监督。
