北京首次由政府主导中药创新 第一批入选品种向企业推介

乙型肝炎、艾滋病、结核、新发传染病、心血管和糖尿病、脑血管病、乳腺癌和宫颈癌、精神疾病、慢性肾病、骨科疾病，经过专家论证，这是对北京市民危险性最大的十类疾病，据估算，北京地区1/3的人有患上这10种疾病的危险。
10月19日，北京市卫生局、中医局、药监局、科委、经信委联合召开新闻发布会，公开发布《首都十大危险疾病科技攻关与管理中医药“十病十药”研发项目工作方案》和第一批入选品种，中药研发入选品种向企业推介。“十病十药”项目是首都中医药发展史上第一个由市政府直接领导，政府多部门联合推进的中药研发专项。
十类危险性疾病危害最大
目前有十大疾病对北京地区居民未来健康危害性最大，这是根据疾病发病率、死亡率、疾病负担等多方衡量得出的。北京市将对这十大疾病进行科研攻关。
“每年政府将投入资金2亿元，对这些疾病进行攻关，最终形成一批成果，我们称为‘十病十药’。”北京市卫生局局长方来英表示，所谓“十药”是概念性的，并不是真的就研究十种药，而是包括这些疾病的诊断技术、治疗技术，可能会因此产生一些附带产品，例如试剂、药品等。
北京中医管理局局长赵静介绍说，今年3月，北京开始了公开征集，征集的对象为围绕十大疾病的中医药研究的科技成果、有效的医疗机构制剂、名医验方和民间秘方、传统经方4类。
变闷头研发为集思广益
2009年中医药防治甲型H1N1流感中，通过建立“政府推动、专家领衔、团队支撑、科学研发”的工作机制和专业研发团队，北京市成功研发出了世界上首个针对甲型H1N1流感的中药“金花清感颗粒”。
赵静介绍说，“十病十药”主要创新之处在于：一是建立了政府主导、产学研用一体的中药研发机制。二是研发路径的创新，以公开征集名医名方、名院名药（制剂）为抓手，以引导企业早期介入转化为平台，以专业研发团队科学循证攻关为支撑，精心设计了征集、筛选、研发、评估、交易、转化等6项工作机制等。
研究成果最终上市最快要3年
经过对征集项目的专业初筛和综合论证遴选，北京市确定了12项入选的第一批支持项目，其中已获新药临床许可支持临床试验研究的3项，分别是治疗艾滋病的爱可扶正片、治疗缺血性中风病中经络急性期和恢复早期的清脑宣窍滴丸、治疗紧张性头痛的益肾通脑宁胶囊，此三项均为同仁堂集团下属企业的研发品种。
据介绍，这些研究成果最终上市最快也要3年。
