省政协委员徐和平谈禁毒防艾

云南网讯（记者 王琳 赵玮 曹屹）2009年是新三年禁毒防艾人民战争的第二年，作为艾滋病重灾区的云南，应如何打赢新一轮的禁毒防艾攻坚战？2月7日下午，参加政协十届二次会议的政协委员徐和平接受了本网记者专访。
80年代末，艾滋病扣开了我省的大门，随后快速蔓延。艾滋病在我省流行时间长达19年，波及全省129个县，专家估计全省艾滋病病毒感染者达8.5至10万人，每年检出感染者近万例。由于地处边境，并与毒品“金三角”毗邻，静脉注射吸毒成为多年来我省艾滋病传播的一大主要途径。
“防艾与禁毒必须齐心协力、齐抓共管。”徐和平介绍到，2005至2007年，我省共减少艾滋病病毒感染者6048人，我省艾滋病疫情快速上升的总体趋势得到了基本遏制。与此同时，全省累计报告艾滋病感染者中经共用注射器吸毒途径感染的比例从2004年的66.1%下降到2008年底的47.1%，注射吸毒人群感染率呈下降趋势，2004年该人群艾滋病新感染率近10%，2006年下降到了约4%。
“吸毒感染艾滋病的比例下降了，但我们不能因此就放松对吸毒人群的预防工作。”作为云南省防治艾滋病局的局长，徐和平深知禁毒在防艾工作中依然起着关键的作用。目前，我省大多数艾滋病流行严重的地区仍然以吸毒人群为主，或者是由吸毒人群通过性乱人群推进疫情的发展。
徐和平认为，在新一轮防艾人民战争中，应进一步加强禁毒防艾合作，发展推广已经取得的经验和模式，继续深入探索新时期禁毒防艾模式。全面推行“以家庭为基础，以社区为依托，以专业机构为指导”的防艾模式，大力推进吸毒人群艾滋病预防工作；同时，有计划地扩大美沙酮维持治疗门诊、基层卫生服务机构的地域覆盖面，继续提高禁毒防艾服务的可及性，加强内涵建设，提高禁毒防艾服务的质量，实现综合治理毒品和艾滋病问题的目标。
