2008年至2012年天津市妇女儿童健康行动计划现已启动，该行动计划综合以往本市妇女儿童健康调查结果后，确立了妇女的剖宫产、人工流产等本市妇女儿童亟待关注的健康突出问题，并针对这些问题建立了9个子项目予以干预。
以人工流产为例，认识不足是近年来人工流产率逐年上升特别是多次人工流产率较高的重要原因。多次人流对女性身体伤害常常是远期的，能导致女性各项生理功能早衰，约40%的女性不孕都与人工流产有关，而且性病以及艾滋病的潜在威胁越来越大。
近年来，去医院做人流手术的妇女逐渐增多。这些人对人流手术过分依赖，却不了解人工流产是导致继发性不孕的首要原因。同时，不正规医院分流了不少手术，由于没有正规麻醉科、抢救设施和经验丰富的医生，不正规人流不仅影响再次怀孕，严重的可出现失血过多甚至导致生命危险。
造成人工流产的原因很多，一方面是有些人没有正确掌握避孕药具的使用方法或没有坚持使用而造成避孕失败；也有的是婚后第一次怀孕的年轻人，毫无科学根据地认为第一胎生的孩子没有第二胎生的孩子聪明。其中，大多数人认为做人工流产没有什么损害。
市妇女儿童保健中心妇保科高雯主任表示，女性要珍视自己的第一次怀孕，另外，确立正确的规避行为模式和健康的生活方式尤为重要。
