北京19家同性恋娱乐场所联合抵抗艾滋病

19家娱乐场所参与将对场所内人员进行“防艾”干预
在各色酒吧、洗浴中心和保健会所中，有一部分场所固定活跃着同性恋者。尽管他们的聚会大多局限在封闭的圈子里，但艾滋病毒还是会通过无保护的性行为传播。
朝阳区预防医学会性病艾滋病防治分会5月31日联合“华人艾滋干预工作组”，组织成立了北京MSM(男男性接触)场所抗击艾滋病联合会，有19家同性恋娱乐场所参与到联合会中。
按联合宣言，这些娱乐场所的业主们将与疾病控制人员一道，共同肩负起对同性性行为者实施艾滋干预的任务。

同性恋场所业主低调出席
5月31日，北京MSM场所抗击艾滋病联合会成立动员会，在北京广西大厦4层一间普通的会议室里举行。
当天下着大雨，多数业主还是按时赶到了会场。
会议指示牌上只含糊地标注着“华人AIDS干预工作组会议”。不过，似乎每个人都知道此行所面临的对象，以及所要讨论的议题。除个别陪同而来的年轻男孩显得花枝招展外，业主们不约而同都穿着深色系的普通衣服。
会议召集者、华人艾滋干预工作组负责人肖冬告诉记者，这些业主中有一部分人本身就是同性恋者，在经营酒吧、洗浴和保健按摩等项目的同时，他们会在自家场子里安排一些特殊的演出，譬如将长相清秀的男孩子用浓妆打扮成女子，载歌载舞以娱乐顾客。有时，个别业主还会亲自上阵。
华人艾滋干预工作组，是朝阳区预防医学会性病艾滋病防治分会支持下的同性恋公益机构，长年深入同性恋活动场所开展艾滋干预工作。其负责人肖冬跟参会的业主们很是熟识。
同时参会的还有朝阳区预防医学会性病艾滋病防治分会会长杨振凯和来自市疾控中心、朝阳疾控、宣武疾控、美国疾控的一些工作人员。他们对同性恋场所的业主们也不陌生，有些业主一见面就跟他们打招呼，或开着小玩笑。
演说
疾控专家“用数据说话”
下午3点半会议开始时，肖冬向与会人员每人发放了一份大概议程、联合宣言和联合会章程。业主们将材料捧在手中，静静翻看，无人出声。
肖冬请出市疾控中心的马小燕大夫，让她给大家介绍北京市的艾滋监测情况。马小燕所在的艾滋确认实验室承担着全市艾滋病感染者最终判定的职能，具体工作得出的真实数据，使得她的发言更具现实说服力。
按照她的描述，近几年来，本市通过男男同性性行为感染艾滋的几率呈逐年递增趋势，2004年是1.5%，2005年是6.1%，2006年是6.9%。而且感染者越来越低龄化，有的男孩看上去不过十八九岁，就检出了艾滋病。
她还调查了相关的原因，结论是安全套使用率低，性活动频繁，性伴侣多。“有些同性恋的性伴侣数量，多得令人惊讶！”
马小燕怀疑，这样的人很可能就是商业性服务人员。调查中，她还发现，这些人有较强的流动性，“今天在这个场子，明天就跳到那个场子，今天还在广州，明天就到了北京”。她说，这客观上加剧了艾滋病传播扩散的危险。
“你们不做这个(工作)，体会不到我这种迫切(改变现实的)心情！”马小燕十分动情地向同性恋场所的业主们呼吁：“形势很严峻，非得我们群防群治才能消灭它！”
争论
关于摆放安全套的建议
如何群防群治呢？马小燕开出的“药方”是在娱乐场所中普及安全套。
她说，目前世界上还没有艾滋病治愈的病例，也没有能预防的疫苗可以接种，只能靠推广使用安全套。她建议业主们用自己的语言和方式劝诫服务人员戴安全套，在场子里触手可及的地方摆放安全套，并尽量督促服务员定期接受疾控部门的体检。
对于摆放安全套的建议，许多业主表示“不会这样做”。他们说，尽管自己也知道使用安全套的好处，并且也多次对能接触到的同性恋者做“不戴套就等于找死”等极端教育，但由于携带安全套可能被当成扫黄打非的证据，他们还是不得不下令把安全套全部清除出场子。
马小燕及其他疾控人员对业主们的说法表示理解，他们说，打击卖淫嫖娼是警方的职责，但他们认为携带安全套不应该作为判定卖淫嫖娼的证据。就此问题，他们将通过各种渠道上报主管行政部门，早日协调疾病控制与公安执法的矛盾。
有业主提问说：“如果技师刚来我的场子，检测什么(病)都没有，干了一段要走时再检测有了(艾滋病)，怎么办？”
马小燕认为，性活动只是个人行为，如果业主事先已经做了告诫，服务员因不良性行为感染艾滋，就应对自己的行为负责。同时，她建议业主们一旦发现自己的服务人员染上了艾滋，最好给他换一个工种，或提醒“一定要戴安全套”，否则就有“故意传播疾病”的罪责。
成果
19名业主签字参与
讨论了将近两个小时之后，肖冬最后一次征集业主们对联合宣言内容的意见。
多数业主表示赞同，少数业主称“不与警方达成一致，参加联合会没意义”。
朝阳区疾控中心性病艾滋病所所长李东亮说，抗击艾滋联合会是非政府组织，不能期望它把目前的所有问题一下都解决，大家通过联合会把自己的声音、意见和建议传递给政府，问题就有一点点解决的希望。他举例说，以前政府对吸毒人群采用关押强制戒毒法，后来因现实需要和民间声音的上传，现在政府在公安部门打击贩毒的同时，也安排卫生部门对吸毒人员采用美砂酮替代疗法。“大家一起来推动，问题就有解决的希望。”
最后，全体与会者就联合宣言内容举手表决，没有人表示反对。
会议结束后，愿意成为联合会理事的业主在联合宣言上签名确认。最终，25名到场业主中，有19人签了字。
肖冬说，就他所能联系到的同性恋娱乐场所数量，北京市共有39家，因此，签字参与艾滋联合会的已占一半。接下来的日子里，除把联合会工作进一步完善外，他还将尽可能地多动员其他同性恋娱乐场所参与进来。

并非支持同性卖淫
记者：什么原因促使你组建同性恋场所抗艾联合会？
肖冬：我本人是同性恋者，知道哪些问题困扰着这个圈子。
我从很早之前就开始做针对这一人群的艾滋干预工作。不过，经常在同性恋酒吧、浴池开展宣教工作，有时就会影响到业主们的生意，所以并不总是受欢迎。此外，虽然娱乐从业人员是流动的，但场所业主相对固定，动员业主做从业人员的思想工作，比我们苦口婆心去劝更起作用。
记者：同性恋是相对封闭的群体，艾滋病怎么会通过他们传播给社会呢？
肖冬：目前我们国家多数人对同性恋者还不够宽容，导致有些同性恋者隐藏了自己真实的性取向，也娶妻生子，然后偷找同性。还有一些双性恋者，也会与同性发生性关系。根据我们掌握的情况，目前已经有艾滋病感染者进入了北京的同性恋娱乐场所，所以，不加紧防控将十分危险。
记者：对娱乐场所进行性安全教育，会不会被认为支持性交易？
杨振凯：并不是这样。卖淫嫖娼是法律明令禁止的，在同性恋领域也不例外。我们从来不反对公安部门打击卖淫嫖娼，只是卫生部门和社会团体也有防病治病的任务，需要在暗娼状况短期内无法根除的现实下，尽可能地开展艾滋干预，通过呼吁安全套100%摆放和100%使用来防止其在社会上的传播。从根本上说，卫生和公安的工作目的是一致的。

北京MSM娱乐场所抗击艾滋病联合会，将承担北京地区MSM娱乐场所的艾滋病性病等健康教育宣传活动的沟通职能，便于疾控机构及时定期开展工作，娱乐场所承担对每位员工进行健康教育、定期检测的义务。疾控机构可在适当范围内对娱乐场所的健康教育工作给予表彰和奖励。
加入联合会的娱乐场所将享受京城彩虹小组(华人艾滋干预工作组下设机构)定期的上门健康培训，流动VCT(艾滋抗体检测)、安全套发放等服务工作。
京城彩虹小组将努力拓展服务范围和项目，在法律许可范围内保障联合会成员的利益，但成员因从事非法活动(涉毒、涉黄等)带来的法律问题与京城彩虹小组无关。(宋合营)
