“村民自治”筑起防艾长堤 86岁老奶奶也知道怎么防艾

2010年10月，广西壮族自治区河池市创新机制，在巴马、都安、大化等县推行防艾“村（居）民自治”活动，发动群众，全民防艾，筑牢农村、城镇居民防艾网络。
近日，记者走进河池市都安瑶族自治县地苏乡上江村和巴马瑶族自治县甲篆乡拉高村，对“村民自治”做近距离观察。
86岁老奶奶也知道怎么防艾
韦菁藕是上江村的村医，也是该村防治艾滋病“村民自治”小组中心户。两位村民正在向韦菁藕咨询艾滋病检测的相关问题。看见记者来，村民赶忙拉着她进屋里去问。过了一会儿出来，韦菁藕还给了他们县疾控中心印制的艾滋病防治宣传资料。
韦菁藕说，上江村是去年10月开始实行“村民自治”的。不长时间内，除了在外定居的，该村居民的艾滋病防治知识知晓率几乎已达到100%，现在来咨询的人很少了，也没有难以启齿的现象。刚才那两个村民怀疑自己的行为有点不安全，所以她劝他们去疾控中心免费检测一下。
坐在屋前的韦奶奶对记者说，她已86岁，之前不知道什么叫艾滋病，后来村里成立了防治艾滋病“村民自治”小组，自己的孙女听课回来后也跟她说，出去打工的孩子们如果“乱来”就很容易得病，如果得了这个病没法治好，还会传染给家人。这让她很着急，因为她家有6个子孙都在外面打工，因此她专程去小韦那里了解了好几次。通过小韦详细耐心的解答，她知道了艾滋病的危害，也知道传染途径有3个，知道怎么样可以预防。“我知道后，每次跟孙子通话，总不忘记嘱咐他们千万不要‘耍妹子’”。
据该县疾控中心有关人员介绍，防治艾滋病“村民自治”是以村民小组为单位，按每20户左右组成一个防艾自治小组，卫生部门负责对相关人员进行培训和业务指导，实行分区负责分片包干，形成乡政府—村委会—“村民自治”小组的联防联控网络。居民防艾自治小组每年组织4次以上小组成员家庭防艾健康知识培训，县、乡防艾宣传组每季度深入村屯，负责做好业务技术指导和相关活动材料收集上报工作。组织村民开展“五个结对子”活动，即“村民自治”小组骨干与本组各家庭结对、家庭与家庭结对、老人与老人结对、妇女与妇女结对、邻居与邻居结对，营造了互相关心、互相帮助、互相监督的防艾氛围。
让群众知道这事与自己息息相关

记者问了一位跟着哼唱的30岁出头的女村民：“这些山歌快板里关于性的内容会不会让人不好意思？”她笑了，说她今年6月加入到妇女防艾小组中，刚开始听到“无保护性交”之类的字眼，真的很不好意思。“可是这个真的很严重。男人们长年在外面打工，肯定很多人耐不住寂寞，男人们也有生理需要，如果不注意，那是会害自己更害全家人的。我们懂了，就知道怎么样保护自己。”
负责播放快板的是村里一小卖部的店主黄章辉。他的店里同步播放的也是防艾山歌、快板的视频。而他，就是“村民自治”小组组长。他说，这里的人喜欢听山歌，河池市卫生局和巴马县政府就找了8位歌王，创作通俗易懂的山歌和快板，并找专人表演、录像，通过农村党员远程教育终端向村民播放。村里经常采取各种形式，向村民进行防艾知识宣传。如每个月召开培训会，在学校、中心户家、凉亭底下培训，每逢春节、中元、中秋等节日，外出打工者回来时，就会出题让他们答，答对了就鼓励，牙膏呀，香皂呀，洗衣粉呀免费送，大家都踊跃参加。
河池市卫生局局长韦凯钟介绍，河池市是老少边穷地区，本来就不富裕，如果艾滋病流行，不仅会阻碍经济发展，也会造成很大的社会负担。河池市有400万人口，有60多万外出打工者，大量劳务大军和留守妇女为艾滋病疫情蔓延埋下隐患。以前，河池市根据自身特点，编排预防艾滋病山歌在特定的日子演出，教育群众。现在是通过党员干部远程终端，教育覆盖面扩大，再通过村民自我教育。现在巴马、都安等农村，艾滋病知识知晓率达到100%。河池市是广西壮族自治区艾滋病的低流行区，只有个别县的艾滋病疫情较严重。目前，这一艾滋病农村宣传模式，正在全河池市推广。
广西壮族自治区卫生厅艾宣处处长葛宪民也表示，当前，广西壮族自治区艾滋病疫情出现了以乡镇为中心向周边农村地区扩散的趋势，农村地区艾滋病传播与今后的艾滋病疫情发展趋势密切相关。加大农村地区艾滋病防控力度，成为广西壮族自治区防艾工作的重中之重。任何事情，只要是发动了群众，让群众知道这是与自己息息相关的事，是自己的事，就没有做不好的。
