福建多举措加强艾滋病防治

新华网福州１０月４日电（记者沈汝发）福建省针对艾滋病流行形势严峻现象将采取多项措施加强防治工作，力争到２０１５年重点地区和重点人群疫情快速上升的势头得到基本遏制，到２０２０年全省疫情得到较好控制，保持低流行水平。
据福建省政府发布的信息，艾滋病防治工作面临着一些新情况，包括部分地区和人群疫情正逐步转向中高流行状态，还有许多感染者和病人尚未发现；艾滋病传播方式更加隐蔽，其中男男性行为的传播上升明显；易感染艾滋病病毒危险行为人群和流动人群防控工作难度加大等。
福建省政府表示，将逐步建立健全艾滋病病毒和梅毒免费自愿咨询检测体系。每个县（市、区）要在县级及以上疾病预防控制机构、综合医院、妇幼保健机构至少建立３个艾滋病自愿咨询检测点，并将艾滋病性病检测咨询纳入婚前自愿医学检查内容。
同时，有关部门将加大对外来妇女、流动人口、暗娼、男男性接触者、被监管人员等重点人群的监测检测力度，定期对其本人、配偶或固定性伴侣进行艾滋病病毒抗体筛查。
另外，福建省将加大对艾滋病的预防教育力度。艾滋病防治知识将列入普通中学的教学计划，初中学段６课时，高中学段４课时，高校每年要至少设１个课时的艾滋病防治专题讲座。
福建省政府表示，一旦感染艾滋病，政府将尽力帮助患者恢复治疗，并对困难群体予以补助。经济困难的艾滋病患者及其家属将被纳入政府救助范围，给予必要的生活救济。城乡居民家庭中因患艾滋病导致家庭人均收入低于当地最低生活保障标准的，将被纳入城乡低保范围。

Fujian Provincial Government said that once infected with HIV, the government will try to help patients recover treatment, and disadvantaged groups be supplemented. Economic difficulties of the AIDS patients and their families will be included in the scope of government assistance and provide necessary relief of life. Urban and rural households suffering from AIDS, resulting in per capita income lower than the minimum household living standard will be included in urban and rural low range.
