扶贫办主任调研河南上蔡县扶贫开发与艾滋病防治

在新年即将到来之际，国务院扶贫开发领导小组副组长、办公室主任范小建率国务院扶贫办调研组来到河南省驻马店市上蔡县，考察扶贫开发与艾滋病综合防治工作，并看望贫困地区干部群众。
12月29日下午一下飞机，调研组即驱车赶往驻马店市上蔡县。当天晚上，调研组一行不顾疲劳，在上蔡县召开座谈会，听取了河南省、驻马店市和上蔡县的工作汇报，并就扶贫开发与艾滋病综合防治相结合有关工作与省、市、县干部进行了深入探讨。30日上午，调研组一行先后来到上蔡县重阳街道南大吴村和芦岗街道文楼村，看望慰问省直机关驻村工作队队员、医护人员和村干部代表，详细了解当地艾滋病的预防及救治情况，入户慰问艾滋病患者，并为上蔡县温馨家园的艾滋病致孤儿童送去了衣物和新年的问候。
在听取了省直单位驻村工作队队员、街道办事处负责人、村卫生所及村干部代表的工作汇报后，范主任指出：自2004年以来，河南省坚持“预防为主、防治结合, 科学防治、依法防治”的方针，建立并完善了“预防控制、医疗救治和帮扶救助”三大体系，艾滋病防控和经济社会发展取得了显著成效：艾滋病新发感染率稳定下降，病死率不断降低；病人得到就近免费救治，生活质量显著提高；艾滋病防治重点村基础设施明确改善，产业发展初具雏形；基层组织建设不断加强，农村社会和谐稳定。群众对党和政府所做工作充分认可，对未来充满信心和希望。河南的做法和取得的成效为其他艾滋病防治重点地区提供了宝贵经验。说明艾滋病可防可控。范主任强调，艾滋病防治是一个综合性的系统工程，要将预防控制、医疗救治与经济发展、社会建设和文化建设很好结合起来才能取得好的效果。要根据艾滋病传播隐匿、病程长的特点，积极探索适合艾滋病防治重点地区发展的产业，实现扶贫开发和艾滋病综合防治有机结合。
