南非将实施艾滋病防治新计划

根据南非总统祖马在去年世界艾滋病日的讲话，自今年4月1日开始，南非政府将为更多的孕妇提供艾滋病治疗，同时为所有1岁以下艾滋病病毒检测呈阳性的婴儿提供免费治疗。
而这仅仅是南非加大艾滋病防治力度的一部分。南非卫生部长阿伦·莫索阿莱迪上周宣布，南非将于4月15日在豪登省正式启动一项耗资14亿兰特的艾滋病防治新计划，主要内容包括：明年6月底之前保证有1500万12岁以上民众接受艾滋病病毒检测；全国所有医院、诊所等都将在入口处为病人提供艾滋病咨询和检测服务，流动服务车将到农村地区为人们进行检测；大规模实施包皮环切术，其中夸祖鲁－纳塔尔省已经承诺在2015年前实施250万例此类手术；为接受艾滋病检测的人们免费提供15亿支安全套，另外在公共场所提供10亿支安全套。新计划还包括宣传艾滋病预防措施、倡导健康生活方式等。
南非政府表示，新计划的目标是到2011年年底将艾滋病病毒感染率减少50%，让80%需要治疗的患者得到治疗。新计划的亮点首先是强调预防的作用，其次是不再等待民众自愿接受检测，而是动员民众自愿接受检测。为了鼓励人们接受艾滋病病毒检测，南非政府发言人马瑟科表示，经内阁会议讨论决定，南非总统祖马、副总统莫特兰蒂和各部部长、副部长们将起“表率作用”，在新防治计划启动当天成为第一批接受艾滋病病毒检测的人们，接下来各省省长要为本省的人们做出表率。
南非是世界上艾滋病疫情最为严重的国家之一。根据联合国艾滋病规划署提供的数字，南非目前约有艾滋病患者和艾滋病病毒感染者约570万，15至49岁人群艾滋病病毒感染率约为18.1%。受艾滋病等因素影响，南非人均预期寿命从1994年的60岁降低到了不足50岁。多年来，南非为防治艾滋病采取了综合策略，2007年还将国家防治艾滋病委员会升级为跨多个部门、由副总统领导的机构，并制订了到2011年底的艾滋病防治战略规划。
莫索阿莱迪说，南非政府在艾滋病防治方面面临的最大挑战是降低感染率。目前南非每年防治艾滋病的财政预算将近9亿美元。而在最新的中期财政预算中，政府又大幅度增加了用于艾滋病防治的拨款，今年的预算比去年增加33%，超过了任何其他领域的预算增长，3年后用于防治艾滋病的拨款可能高达80亿兰特（1美元约合7.37兰特）。莫索阿莱迪警告说，如果不能及时降低艾滋病病毒感染率，南非将面临“一场灾难”，因为财政预算不可能这样继续增长下去。
南非国家防治艾滋病委员会共同主席马克·海伍德说，即将启动的艾滋病咨询和防治计划是“全世界最雄心勃勃的艾滋病防治计划”。据悉，为保证新计划的顺利实施，南非卫生部长已经致信所有医护人员，包括已经退休或者不再从业的医务工作者，号召他们协助该计划的实施。南非媒体报道说，预计全国将有超过4000名退休医护人员和社会工作者，以及约9000名非政府组织咨询师参与。（人民网约翰内斯堡3月31日电）
