全国工商联主席：企业是防控艾滋病的主体力量

近日，由国务院防治艾滋病工作委员会办公室（以下简称国艾办）、卫生部和全国工商联主办，中国疾病预防控制中心、中国-默沙东艾滋病基金会（美国）北京代表处、中华红丝带基金承办，主题为“企业承诺遏制艾滋”的抗击艾滋病企业社会责任高峰论坛在京举行。全国政协副主席、全国工商联主席黄孟复出席并做重要讲话，国艾办主任、卫生部副部长尹力，全国工商总局副局长钟攸平，全国总工会经费审查委员会主任张世平，全国工商联副主席、中华红丝带基金理事长谢经荣，全国工商联副主席、中华红丝带基金执行理事长、世茂集团董事局主席许荣茂，全国妇联权益部部长蒋月娥，联合国艾滋病规划署驻华代表马克，国际劳工组织驻华处代表处副代表管静和出席论坛，卫生部预防艾滋病宣传员濮存昕、中华红丝带基金形象大使白岩松以及200多家跨国公司、国有企业、民营企业代表和相关机构代表出席论坛。论坛由国艾办副主任、卫生部疾病预防控制局副局长郝阳主持。
尹力副部长在致辞中高度赞赏中国企业在艾滋病防治中所做的贡献，同时希望企业能够站在对人类社会长远的发展高度，以战略家的眼光、将遏制中国艾滋病流行作为企业的另一目标。全国工商联副主席谢经荣说，在企业中开展艾滋病防治知识宣传、倡导，促进企业建立机制，履行企业社会责任，从组织上保障艾滋病防治工作的开展，对于发挥企业优势抗击艾滋病至关重要。
黄孟复主席在讲话中提出三点意见：一、企业是艾滋病防控社会参与的主体力量，应该在国家的艾滋病防控中发挥更大的作用；二、企业参与艾滋病的方法丰富，路径多样，可以达到更加实效的目的；三、企业的参与是转变全社会对艾滋病认知的重要力量。他指出，随着城市化和现代化的发展，企业无法回避艾滋病的问题，企业应该作为的更多。
默克公司全球人类健康部总裁石亚敦介绍了默沙东在华与中国政府合作开展艾滋病防治的项目情况。中国移动副总裁李正茂介绍了“温暖中国12·1中移动爱心基金”受艾滋病影响儿童救助情况。许荣茂副主席介绍了自2005年以来，全国工商联带领民营企业成立中华红丝带基金，配合国家开展防控艾滋病工作情况以及世茂集团自身进入社区开展艾滋病防治的相关工作情况。中民慈善捐助信息中心主任作为公益慈善研究第三方独立评估机构论述了企业在艾滋病防治的角色与定位。
在对话环节，著名主持人、中华红丝带基金形象大使白岩松与跨国企业、国有企业、民营企业和专家展开对话，就企业参与艾滋病防治的困难、策略及资源效益最大化等内容进行了深入探讨。
濮存昕代表出席此次论坛近200家企业宣读了《企业抗击艾滋病北京宣言》，宣言指出企业有众多的员工，只有实现员工的健康，才能缔造长青的企业；企业拥有强大的社会资源，有责任在防治艾滋病这一严重威胁人民生命安全的问题上，让社会资源发挥更大的作用；企业是艾滋病防治工作中一支必不可少的重要力量，必须做出自己的承诺；遏制艾滋，企业和企业领导人可以做得更多。《北京宣言》的发布标志着中国的企业已经充分认识到自身在国家防治艾滋病整体布局中的所需承担责任与义务，不再把艾滋病问题作为政府一家的事情，而是将之视作与企业生存、发展息息相关的核心问题。
据了解，美国、欧洲等国家的企业先锋通过发挥自身优势，通过与政府部门、社区和NGO的通力合作，在有效控制艾滋病蔓延方面已经取得了非常先进的经验。亚洲、拉丁美洲等国家的企业也行动起来，加入到政府主导的艾滋病防治防控工作中来。中国政府非常重视企业参与艾滋病防治的作用，国务院防治艾滋病工作委员会办公室2007年下发了《关于动员企业广泛开展艾滋病防治工作的通知》明确强调，企业是社会的重要组成部分，具有较强的组织和资源优势，在工作场所、社区乃至社会等各层面，可以通过不同方式参与艾滋病防治工作。通知要求明确企业在艾滋病防治工作中的责任和义务，为企业开展艾滋病防治创造宽松环境，引导企业采取适宜的途径和方式参与艾滋病防治工作，并建立激励机制，调动企业参与艾滋病防治工作的积极性。但从总体上看，目前国内的企业参与艾滋病防治工作积极性仍然不高，参与防治工作的渠道不够通畅，工作效率仍需提高，与我国艾滋病防治形势不相适应。
郝阳表示，艾滋病是一个复杂的社会问题，需要全社会共同应对这一挑战。企业作为社会管理中重要的部门，在组织和资源上拥有天然的优势，因此企业的共同参与对国家整体防控艾滋病将起到事半功倍的作用。郝阳认为，企业应该重点从三方面开展工作：一是在企业内部做好艾滋病防治宣传教育，让企业的领导和员工都能掌握艾滋病的基本知识，避免危险行为，不恐惧，不歧视，为艾滋病感染者营造一个良好的社会氛围；二是企业发挥自身的优势和影响力，借助自身平台和资源，影响带动社区、供应链以及客户了解有关艾滋病的信息，带动上下游人群加入到主动防控艾滋病的阵营中来；三是履行企业社会责任，为艾滋病防治事业捐款捐物，积极救助、关怀受艾滋病影响的弱势群体，改善他们的生产生活水平，共享和谐社会。
