提起艾滋病，许多人会为之色变，唯恐避之不及。但却有这样一群民警，他们每天都在和被“世纪瘟疫”疾病感染的“边缘人物”打交道，对其进行管理、教育和有效的救治。他们就是天津市劳教局青泊洼劳教所(强制隔离戒毒所)三大队――艾滋病感染者专管大队的劳教人民警察。

　　责任

　　2006年初，天津市劳教局决定在青泊洼劳教所(强制隔离戒毒所)成立艾滋病病毒感染者专管大队，作为全市劳教场所惟一集中收容、收治男性艾滋病劳教人员和强制隔离戒毒人员的管教大队。该所14名民警被选拔出来，他们中最年长的49岁，最小的当时刚刚24岁。这些民警经过几个月的岗前培训，开始着手初期筹建工作。此前，对劳教场所来说，对艾滋病劳教人员进行集中管理还是一个空白，既没有成型的模式，也没有可遵循的原则，能不能成功完全是个未知数，更何况这群人是艾滋病病毒携带者，专管大队民警感到了前所未有的沉重。组建初期，张书勇大队长带领大家放弃所有的休息时间，全身心投入到筹建工作中，学习查阅有关艾滋病劳教人员管理等相关资料，建立艾滋病劳教人员管理教育制度，日常表现考核细则、心理动态分析、定期谈话等制度，搭建起艾滋病劳教人员初期管理框架。

　　同年6月，几名艾滋病劳教人员进入专管大队，真正的考验开始了。进行登记、体检，了解基本情况，建立档案，开展个别谈话，不管是哪一名劳教人员的基本情况、家庭背景、健康情况、兴趣爱好以及需要和困难等，民警们都必须了如指掌。同时，面对高危险性的教育矫治对象，专管民警们一刻也没有停止过思考和摸索，在管理过程中，他们上下一盘棋，全队一条心，积极想办法，合理找对策，潜心钻研业务，虚心请教专家，倾心交流体会，很快就摸索出一套依法管理与教育关爱相结合，行为养成心理矫治相结合，医疗救治与解读康复相结合的教育矫治模式，用人格的力量和人间的温情，把法治的精神中以人为本的理念贯穿于工作始终，把党和政府对艾滋病劳教人员的人文关怀，点点滴滴渗透到管理、教育、生活的每一个细节。

　　奉献

　　在专管大队，每一位民警都配有防护服、防护手套等，以防突发事件导致的职业暴露。这些特殊装备只有在突发情况时才派上用场，更多的时候，管教民警为了拉近与艾滋病人员的距离，消除他们的心理障碍，一般都不会穿防护服，否则会使艾滋病人员产生反感情绪。不过，面对这种特殊的传染病、恐惧，焦虑几乎无一例外。艾滋病人员一旦出现伤口，无论对自身还是对民警都是十分危险的。其实，每一位专管民警，都经历了由恐惧到担心，然后逐步平稳，最后习以为常的几个阶段。尽管随着时间的推移，已逐渐被“习以为常”所代替，但每天早上走进专管大队大门时，民警们心头上的弦还是紧紧绷起来。用他们的话说，这已经成为一种职业警惕性和责任感。因此，常规消毒是这里常做的一件事。

　　长期面对艾滋病学员，专管民警难免会紧张、压抑，因为属于高危险职业，整天对着艾滋病劳教人员，民警们反倒成了“高危人群”。但令民警感到欣慰的是，自己的家人能够理解和支持他们的工作。

　　受疾病影响，艾滋病劳教人员大多存在压抑、恐惧、悲观绝望等心理问题，具有自杀倾向的人员比例非常高。在这种情况下，除了基础文化教育和专业的艾滋病防治知识教育外，心理矫治就成为工作中的重要一环。为了让艾滋病人员梳理生活信心，给他们带去希望，民警李扬特意参加心理学专业学习，并考取了三级心理咨询师证书。他说：“学心理学目的是为了更好地驱散他们心理阴影，促使他们更好地接受管理和教育。”

　　吸毒与艾滋病传播密不可分，所以吸毒人员是艾滋病防治的重点高危人群。专管大队经常通过宣传、医疗、心理矫治、教育等多种方式，对劳教(戒毒)人员进行艾滋病防治知识教育工作，重点是坚决杜绝艾滋病在场所传播。同时还要坚持对新收容的劳教人员进行全面体检和物品查验，防止毒品流入所内，确保场所的安全稳定。虽然表面上这里和其他管教大队没什么两样，但实际上，每一位专管大队民警都很清楚，他们担负的责任有多大。每一名艾滋病人员都像一颗不定时的炸弹，如果工作稍有闪失，都可能给自己和他人造成不可估量的伤害，给工作造成无法挽回的影响。但是，由于对艾滋病感染者的监管还没有列入“高危”工作范围，在相应的保障措施尚不足以明确管教民警的合法权益的情况下，面对每天可能出现的感染，专管大队的民警依然默默坚守着。“这是我们的职责！困难再多，风险再大，总是要有人去做嘛！”这是张书勇大队长常挂在嘴边的一句话。

　　大多数艾滋病人员敌对、抗拒的心理明显，加上病情引起心烦意乱、焦虑暴躁的情绪变化，破罐破摔心理严重，常提一些无理要求。24岁的刘方是专管大队里最年轻的民警，刚开始得知要负责管理艾滋病人员时，他也有些犹豫，因为他刚刚与妻子结婚不久。但刘方想这样的一份工作总要有人去做，他决定接受新的任务，于是刘方回到家后将自己的想法告诉给妻子。刚开始时，妻子反对刘方的决定，委屈地说：“我们刚结婚，你就从事这么危险的工作，这万一……该如何是好！”刘方给妻子做工作，让其放下思想包袱，保证不会出现任何差错。刚开始接触艾滋病人员时，刘方也有点害怕，不敢与他们用眼神交流。经过几年的锤炼，如今他成为专管队伍里的一把好手，成为了骨干力量。塘沽籍劳教人员李某，自认为有艾滋病，民警拿他没有办法，不仅不参加集体活动，公然对民警找茬挑衅，口出脏话，气焰嚣张，是队里公认的最难啃的“骨头”。有一次刘方无意听到李某说：“他跟我闺女差不多大，竟然敢在这教育我，我在里面呆的时间比他的年龄还大了！”刘方知道李某口中的“他”说的就是自己，对李某的内心想法有了一定的了解后，他变换教育方式，耐着性子，晓之以理动之以情，塑之以心，导之以行地耐心教育疏导。刘方想我一定要坚持，要让李某转变想法，回归到正常的生活轨道。所以只要刘方一有时间，他就和李某聊天，最终李某觉得刘方不仅是名好劳教警察，更是个不错的小伙子。刘方说什么，李某都听得进去，这让许多“老管教”直向刘方挑大拇指。

　　从组建到今天，在4年多的时间里，青泊洼劳教所(强制隔离戒毒所)三大队的民警用忠诚、信念、执着和大无畏的精神，防止了所内感染、病亡和职业暴露事件，连续实现了“四五”和“五个为零”目标，换来了艾滋病劳教人员(戒毒人员)积极改造重获新生的决定，唤醒了他们对生命的渴望。2006年青泊洼劳教所(强制隔离戒毒所)三大队荣获司法局级连续十个教育改造安全年集体二等功，2010年荣获天津市司法行政系统先进集体荣誉称号。
