梧州部署开展防治艾滋病攻坚工程:遏制艾滋病蔓延

本报讯 （记者 陈晓雯） 11月15日，我市召开防治艾滋病攻坚工程动员大会，贯彻自治区有关会议精神，部署全市防艾工作。会议强调，面对当前我市艾滋病防治的严峻形势，各级各部门要进一步统一思想，动员全社会各方力量共同参与防治工作，坚决遏制艾滋病疫情传播和蔓延的势头，全面完成防艾五年攻坚工程（《梧州市2010－2014年防治艾滋病攻坚工程》）的各项任务，保障全市经济社会发展和人民群众身体健康。
市委书记、市人大常委会主任刘志勇就有关工作作了具体部署。市长王凯主持会议。
刘志勇指出，抓好艾滋病防治工作，要进一步强化责任，各级各部门要做到领导到位、责任到位、监督到位、经费到位。要落实好市、县两级防治艾滋病行政机构和技术服务机构，落实好防治艾滋病工作的各项政策和措施，把防治艾滋病攻坚工作目标责任纳入各级党委、政府整体工作目标责任体系。市纪委和市监察局要牵头组成督导组，对各级各部门实施攻坚工程的进度和任务完成情况进行督导。从今年起，除市本级每年安排310万元专项经费外，各级各部门要合理安排防治艾滋病专项经费，确保防治艾滋病攻坚工程顺利实施。
刘志勇要求，要强化宣传教育，全面普及艾滋病的知识宣传工作，大力宣传党和政府防治艾滋病的各项方针政策，提高人民群众防艾的自觉意识和能力，推动艾滋病宣传工作进社区、进家庭、进学校，进农村、进重点场所、近重点人群，特别是要突出抓好对青少年重点人群的宣传教育，加强对艾滋病感染者和患者进行自重自爱教育。要强化管理和干预，继续采取清洁针具交换、社区药物维持治疗等措施，坚决打击卖淫嫖娼和贩毒吸毒等违法犯罪活动。要全面落实国家“四免一关怀”政策，进一步健全完善救治管理体系，切实保障艾滋病感染者和病人的合法权益，对农村和城镇经济困难的艾滋病病毒感染者和病人，要适当减免治疗药品的费用。
刘志勇强调，要加强疫情监测、社会动员和综合治理防治能力的建设，建立健全艾滋病防治机构，加强艾滋病防治政策与技术培训，不断提高防治工作队伍的综合防治能力和水平。要将志愿者等社会力量提供的服务纳入宣传教育、高危人群干预、感染者和病人救治救助等综合防治工作中，壮大艾滋病防治工作队伍。各级卫生部门和检验检疫部门要加强艾滋病疫情监测，积极开展高危人群的筛查、哨点监测及流行病学调查，准确掌握艾滋病病毒感染者和病人数量，及时、准确、全面掌握疫情变化和流行趋势，为开展防治艾滋病工作提供科学的依据和及时指导。
王凯强调，今年是我市实施防治艾滋病攻坚工程的第一年，全市各级各部门要认真学习、深刻领会自治区有关会议精神，并将精神落实到实际工作中去，明确目标任务，落实工作措施，扎实有效推进我市防治艾滋病攻坚工程深入开展，把防治艾滋病工作提高到一个新的水平。
据了解，我市自1998年发现第一例艾滋病感染者以来，在市委、市政府领导下，艾滋病防治工作取得了明显成效，艾滋病累计报告数在全区排名有所下降。但当前艾滋病防治形势依然严峻，疫情有从高危人群向普通人群蔓延的趋势，预防和控制难度加大，防治任务十分艰巨。
