近10万领导干部接受艾滋病政策课程

人民网北京10月20日电 （记者 郑娜）自2001年在中央党校“破冰”开展艾滋病政策以来，截至2010年，已有中央党校和80余所省（市）党校开始了艾滋病政策课程，课程通过讲座、报告、远程教育、研讨及参观考察等方式，共培训近10万名各级领导干部，这是今天在中央党校举行的“全国党校艾滋病政策倡导经验交流暨表彰会”上透露的最新信息。
会议上，有5所党校和3位个人获得中央党校社会发展研究所与世界卫生组织联合颁发的“党校艾滋病政策倡导杰出贡献奖”。这些党校的领导和教授在各省区党校进行了卓有成效的工作，影响和推动了中国的防艾进程。
据了解，目前全国省区中，除海南、西藏、上海等地的党校外，几乎所有的党校都开展了防艾政策课程的培训和讨论。一些党校在推进防艾政策课程常规化方面做出了创新和尝试，新疆、云南等省（区）党校与省组织部、省卫生厅联合发文，规定省（区）内所有党校每学期防艾课程要保证8小时；陕西、黑龙江等党校与卫生部门联合建立培训基地。据不完全统计，全国已有14所省市党校将防艾政策列为必修的常规课程。
培训前后的问卷调查表明，受培训者在相关知识、形势、政策和法律、防控策略等方面的认知有较大提升，更加确认政府在防控艾滋病中的责任。追踪调查显示，一部分领导干部已经把在党校学到的艾滋病防控策略应运在决策和具体工作中。
中央党校和党校系统卓有成效的工作，得到联合国艾滋病规划署的高度评价和赞誉。联合国副秘书长、联合国艾滋病规划署执行主任皮特彼奥特先生曾在2005年及2008年两次专程来到中央党校，给中央党校李君如副校长和靳薇教授颁发了“防治艾滋病杰出贡献奖”，以激励党校的政策倡导工作。
