 　　2月24日，中国银行业监督管理委员会发布了《绿色信贷指引》。随着该指引的出台，中国在全球范围内一跃成为首先在银行部门施行环境标准及准则的国家。尤其突出的是，《指引》将企业融资与项目融资同时纳入了强制管辖范围，为金融机构对企业环境问题进行监管提供了重要依据，明确了环境问题与信贷准入之间的关系。该《指引》的实施必定会步履维艰、困难重重，但是，其严肃性却不容置疑。
