四川监狱多举措创新管治精神病艾滋病犯

    据四川省某艾滋病、精神病服刑人员集中收治关押监狱监狱长吴家增介绍，2001年，该监狱成为全国首个艾滋病犯集中收押试点，现艾滋病犯医疗费每年逾100万元人民币。10年来，该监狱收押的艾滋病犯中，死缓、无期徒刑、涉黑涉毒等重刑犯数量逐渐增多，约占20%。部分犯人带着“刑期比命还长”的绝望心态服刑。执法难度日益增大。监狱方面创新了多种教育方法，对服刑人员进行管理，收到明显效果。
    吴家增表示，艾滋病犯的管理办法和理念将运用到精神病犯的收治管理中。四川省精神病犯约500人，其中女犯约200人，由四川省女子监狱收治；男犯约300人，由正在招标建设的精神病集中治疗医院收治。
    “以前精神病犯分散收治于各监狱。各监狱参差不齐的医疗水平和医疗条件不利于犯人病情治疗。集中收治是监管治疗及教育的重大突破，必将取得较好的教育改造效果，更好的实现以人为本的执法理念”，吴家增说。
    据悉，位于四川金堂县的精神病犯人集中治疗医院总投入1100万元人民币，可收治250人，计划2011年年底投入使用。四川监狱精神病犯先期收治工作已于2010年9月启动，目前收治了15人。(完)
