此项目是德国复兴信贷银行（KfW）向我国新疆维吾尔自治区、广西壮族自治区、黑龙江省这三个边境省份提供各300万欧元的赠款，用于采购相关仪器设备以及开展干预、培训等活动，以推进三省艾滋病的预防与控制工作。
“中德财政合作——边境省份艾滋防治”项目由北京科技咨询中心组织实施，启动会邀请了财政部、德国复兴信贷银行（KfW）北京办的相关领导出席；新疆、广西、黑龙江三省财政厅、卫生厅相关领导及项目办人员、德国EPOS健康管理咨询公司、马来西亚Mediconsult公司以及北京科技咨询中心的相关专家作为此次德国赠款项目的咨询方出席了启动会，咨询中心副主任李梅主持了会议。
会后，EPOS专家组将赴黑龙江、广西开展项目启动督导工作。

"Sino-German financial cooperation - the border provinces of HIV Prevention" project started in April 2010 will be 12 to 14 held in Beijing Guangxi Plaza.
This project is KfW (KfW) to China Xinjiang Uygur Autonomous Region, Guangxi Zhuang Autonomous Region, Heilongjiang Province, the three border provinces to provide the three million euros in grants for the procurement of related equipment and carry out intervention, training and other activities to promote the provinces AIDS prevention and control.
"Sino-German financial cooperation - the border provinces of HIV Prevention" project organized by the Beijing Science and Technology Information Centre implementation will be invited to start the Ministry of Finance, KfW (KfW) related to the Beijing leadership to attend; Xinjiang, Guangxi, Heilongjiang provinces Ministry of Finance , Health Department related to leadership and project office personnel, the German EPOS Health Consultants, Malaysia Mediconsult companies and Beijing Science and Technology Information Centre, relevant experts, as the grant of the Consultant of Germany, attended the launch party will, Li Mei, deputy director of the auspices of the Advisory Centre the meeting.
After the meeting, EPOS Group will go to Heilongjiang, Guangxi, started to carry out the project supervision.
