海南省长罗保铭:不要用10年后的标准来衡量海南

No place has attracted more of the spotlight in China than Hainan Island since the onset of 2010, when the central government unveiled a national strategy of developing the southernmost province into a world top class tourist destination in 10 years.

自从2010年年初,中国国务院把十年内初步建成海南国际旅游岛上升为国家战略以来,中国最南端的省份海南吸引了前所未有的目光,全球为之瞩目。

So much so that Luo Baoming, governor of China's only tropical island province, had found his agenda filled with meetings to deal with “hot issues” arising from Hainan’s new momentum and the reception of half-dozen delegations – foreign dignities, business gurus and journalists – almost every day during the lunar Spring Festival holidays.

罗保铭,海南——中国唯一的热带岛屿省——省长,每天除了讨论海南“新机遇”带来的热点话题之外,还要接见慕海南之名而来的到访者:外国政要、商业巨擘以及国内外记者,即使是在春节期间也不例外,最忙一天要接见6拨人马。

The core message he delivered to the visitors was that “building an international tourism island means further opening up of its tourism-led service industry, and that it is a long-term process without short cuts and it entails hard work,” Luo said in an exclusive interview with China Daily.

在接受《中国日报》专访时,罗省长说他给这些访客传递的关键信息是:“建设国际旅游岛意味着以旅游业为龙头的服务业进一步扩大开放,它是一个长期的工程,没有捷径可走,需要埋头苦干。”

Thousands of holiday-makers have swarmed to Hainan – China’s second largest island after Taiwan, especially to the Sanya resort for the week-long Spring Festival in the middle of last month. While they took pleasure and comfort from the clean beaches, dense forests, diverse ethnic cultures as well as pollution-free air, some have ended up complaining about poor service in some regions and unreasonably high hotel rates.

上月中旬的春节期间,成千上万的游客蜂拥到海南岛(中国仅次于台湾的第二大岛屿),尤其是到三亚度假。在享受干净的海滩、茂密的森林、多种多样的民族风情以及清洁的空气的同时,也有游客抱怨有些地方服务较差,而且房价太贵。

“I have been following the many comments and criticisms about Hainan Island posted on the Internet,” Luo said.

“网上对我们海南岛的议论和批评很多,我每天都在关注,”罗省长说。

“We’ve stepped up supervision on the exorbitantly high hotel rates. The spring travel should never become ‘the first and also the last deal’ of the year, and we cannot count on revenues from the week-long holiday to sustain our living for the whole year,” he said.

“我们已加强对高房价的监管,决不做一锤子买卖,不能以七天养全年,”他说。

“While we are far, far away from meeting ‘international’ standards, visitors are measuring us by and expecting international standards from us.”

“我们离‘国际’标准还有很大的差距,而又不得不面对广大游客衡量和期望。”

“In fact, they are judging the present situation (service and infrastructure) by the standards that we’re striving to meet in a decade or two.”

“实际上他们是在用10年之后甚至20年之后的标准或状况来看当前(的服务和基础设施)。”

Burkhard Eiswaldt, general manger of the International Culture and Art Co. Berlin – Hainan, said: “If Hainan now writes the headline ‘International Tourism Island’ on its door, it also has to face the fact that foreign countries, tourists and business people will expect big things from Hainan—words are not enough.”

德国柏林国际文化艺术(海南)公司总经理博克·艾斯瓦尔特说:“海南既然冠以‘国际旅游岛’之名,就得面对这一现实,即外国,游客和商人对海南将会给予甚高的期望——这不是语言能说够的。”

Luo said the island will fix the woes in its tourism market by borrowing experience and expertise from regions where tourism is more mature. He also said Hainan will introduce more high-caliber talents, and intensify training to upgrade service levels.

对于(春节黄金周暴露出来的)旅游市场的问题,罗省长强调要认真借鉴和吸收旅游发达地区的好经验。他同时指出,要加高端大人才引进力度,同时要注重培养人才,提高服务水平。

Hainan’s tourism, already blessed with abundant natural resources, will be flavored with lottery and gaming options, duty-free shopping and more visa-free arrangements, according to a guideline the State Council, or China’s Cabinet, issued on Jan 4.

得自然之造化的海南旅游,在1月4日国务院公布的文件中又被注入了新的元素,包括尝试彩票发行、体育竞猜,免税购物以及更多的入境免签证安排等内容。

Above all, the guideline stipulates that services, predominated by tourism, should contribute at least 60 percent to Hainan’s wealth by 2020, a sign that China is seeking to optimize its economic structure and shift to development mode that spurs and caters to domestic demands and “green economy”.

一个重要内容是,到2020年,以旅游业为龙头的第三产业增加值占地区生产总值比重要达到60%。这表明中国正在努力寻求调整经济结构,加快转变发展方式,注重扩大内需,发展“绿色经济”。

In addition to piloting reform and innovation of tourism industry, the island is required to cement its role as a leading tropical agricultural base, a platform for international economic cooperation and cultural exchanges, and a base for developing resources and services in the South China Sea.

(按照国务院要求,)海南还要成为我国旅游业改革创新的试验区,国际经济合作和文化交流的重要平台,国家热带现代农业基地和南海资源开发和服务基地。

Furthermore, the island province is anticipated to set an example of ecological protection for the rest of the country.

此外,海南要成为全国生态文明建设示范区。

Luo said that for all Hainan’s dreams to become true, preserving the ecology is a paramount precondition.

罗省长说,要实现这些战略定位,保护好生态是最重要的前提条件。

“Ecology is the lifeline of Hainan, all our advantages are built on Hainan’s uniquely beautiful ecology and environment,” he said. “The success of Hainan’s endeavors largely hinge on how it preserves the ecology.”

“生态就是海南的生命。海南具有独特的美丽的生态环境,海南的其他优势都是建立在这一基础上。海南国际旅游岛建设的成败,很大程度上取决于生态保护的好坏。”

With nearly 60 percent of its 34,000 sq km – roughly 1/350 of China’s total land area – covered by forest, Hainan boasts China’s top-rate environment, atmosphere and water quality in lakes and along the coastline, Luo said.

罗省长说,海南3.4万平方公里的面积——约占全国国土面积的1/350——有近60%为森林覆盖,海南的环境、大气、河湖和近海海域水体质量一直保持全国一流水平。

But as an island, its ecological system is fragile and vulnerable to destruction from reckless development, he said.

他指出,海南是个岛屿省份,生态系统脆弱,无序的发展会破坏这一生态。

“Hainan belongs to its inhabitants, to people from other parts of China, and to people of whole world, so every resident, traveler and investor alike, should take pains to preserve the ecology and environment in the island,” the governor said.

“海南不仅仅是海南人民的,也是全国人民的,甚至是世界的,所以,不论是游客、投资者,还是岛民,都要爱护好海南的生态环境,”这位省长说。

To protect Hainan’s coastline of more than 1,500 km that contains numerous bays and natural harbors, the province planted strips of trees totaling 10,500ha between 2007 and 2009. This has helped fortify the coastal protective forests, according to Luo.

他说,海南1500多公里长的海岸线上拥有众多的港湾。2007年,海南启动海防林建设工程,到2009年造林1.05万公顷,使海防林更加巩固。

He said the province has focused on clean solutions by developing solar power, windmills, bio-fuels and nuclear plants. As a result, clean energy constitutes one-third of its primary energy mix, among the highest in China.

罗省长说,海南省高端重视开发利用清洁能源,包括太阳能,风能,生物质能源以及核能。到现在,清洁能源占一次能源中的比重达到1/3,这样的比重在中国位于前列。

To full its commitment of saving energy and reducing greenhouse gas emission, Hainan will accelerate development of renewable energy resources so that the use of clean energy will steadily increase. It will also popularize the “clean” coal solutions to reduce pollution, he said.

为节能减排,海南将加快可再生能源开发,争取清洁能源占一次能源的比重继续上升。海南还将推广煤的清洁利用技术,减少环境污染。

“We will open a ‘green pass’ to facilitate investment projects with low-carbon technologies,” he said. “We also welcome partners to join us in developing ocean industries.”

“我们将开辟绿色通道,给低碳技术投资项目大开方便之门,”他说。“我们同时欢迎投资者参与海洋资源开发。”

To see how big the “green” market Hainan has, Burkhard Eiswaldt, the German executive who came to the island 20 years ago, said: “Energy-efficient building will be a big market in the future. Also the recycling industry offers big profit, but this has not yet been developed.”

海南的“绿色”市场有多大?20年前就上岛的德国经理人博克·艾斯瓦尔特说:“节能建筑在将来可是一个巨大的市场;此外,回收再利用产业蕴含巨大商机,目前该产业还没有完全发展起来。”

Luo said the local government would lift a ban on commercial land transfer and approval of new real estate projects sometime this month, when a detailed program on how to turn Hainan into an international tourist resort is approved by the State top planner.

罗省长说,在海南国际旅游岛规划纲要得到发改委批准之后,“两个暂停”(暂停商业土地出让,暂停审批新的房地产开发项目)将会解冻。

The ban was put in place on Jan 15, after announcement of the international tourist destination concept had nudged property prices skywards.

“两个暂停”是海南于1月15日开始执行的,当时国际旅游岛建设的消息公布后,房地产价格迅猛飙升。

“But even during this period of ‘land freezing’, we have never stopped arranging for land to be developed into affordable dwellings for average islanders,” Luo said. “It is a top priority for the government to ensure that the 8 million permanent inhabitants of the island can own adequate housing.”

“但即使是在这一‘封冻’时期,我们对于保障性住房的土地供给一直没有停顿过,”罗省长说。“保障800万常住岛民的住房问题是省政府的一号民生工程。”

Burkhard, also writer of a 2004 book “Hainan Dream”, said: “We hope we will be able to say again in 10 years, in the next stage of Hainan’s development as a successful international tourism island: dreams can come true!”

博克·艾斯瓦尔特——同时也是2004年出版的《海南梦》一书的作者,说:“我们希望10年后,在海南成功建设国际旅游岛的过程中,我们可以再说一句:所有的梦想真的能够实现!”

Zhai Shengting, 69, who was dancing at the Wanluyuan Park in downtown Haikou, capital of Hainan last Saturday, seemed to have already realized his dream.

对于69岁的翟圣廷来说,他的梦想似乎已经实现了。上周五,他在海口万绿园公园悠闲地跳舞。

A retired businessman from Datong of North China’s Shanxi province, Zhai bought an apartment in Haikou in 2005, and since then has spent six months in Hainan each year when Shanxi was caught in cold spell.

这位山西大同的退休老板2005年在海南置办了房产,每年山西天冷时,他就到海南住半年。

“All I want now is health and pleasure, both of which I’ve found in Hainan,” he said.

“我现在要的就是健康和快乐,海南把两者都给了我。”他说。
