12月6日，芒市召开卫生及防艾工作情况汇报会，芒市副市长穆勒准向州调研组，就芒市卫生防艾工作情况进行汇报。穆勒准介绍，芒市自1989年在静脉吸毒人群中首次发现艾滋病病毒感染者至今，累计报告感染者和病人共3098例（本地2862例）、死亡544例，有艾滋病致孤儿童132人、遗老36人，遍及全市各乡镇、各村委会。
市乡村三级设防艾人员
据介绍，芒市在年初召开了卫生工作会，全面安排部署2010年工作，与各乡镇人民政府、勐焕街道办事处签订了《2010年卫生及防艾目标管理责任书》，与市直防艾成员单位签订了《2010年防艾目标管理责任书》。
同时，明确了各成员单位及各乡镇防艾工作人员，做到市、乡、村三级均有专、兼职工作人员。
设立感染科治疗艾滋病人
芒市于2004年12月在市人民医院正式启动艾滋病抗病毒治疗工作，今年8月设立感染科，主要通过中医和西医集中治疗艾滋病人，并逐渐向传染病科方向发展。
到今年11月底，累计对全市符合治疗条件的艾滋病病人完成抗病毒治疗793例，因各种原因出组102人，死亡32人，现在组治疗659人。其次是大力开展美沙酮维持治疗，在乡级医疗机构设立美沙酮维持治疗点。截至11月底，芒市美沙酮在组人数452人，其中HIV感染者165人，占36.5%。
发放300余万元救助资金
另据了解，芒市政府制定下发了《救助实施办法》（试行），强化基金管理和监督，各乡镇也成立了专项工作领导小组，严格执行民政大病救助报销程序，及时拨付救助资金。
今年已救助农村群众1943人，发放救助资金236.07万元；救助城市居民471人，发放救助资金71万元。

传染病：得到有效控制
芒市以霍乱、鼠疫、疟疾、结核病等重点疾病的防治为切入点，全面开展各项防治工作。截至目前，全市无甲类传染病发生，收报乙类传染病10种657例，病发率为172.73/10万，比去年同期下降11.46%，疟疾病发48例，病发率为12.62/10万，比去年同期下降46.67%。
住院分娩率：不断提高
芒市完善了《潞西市孕产妇死亡监测方案及5岁以下儿童死亡监测方案》，并按要求开展孕产妇、婴儿及5岁以下儿童死亡监测及漏报调查，加强了孕产妇、儿童系统管理，进一步健全危急孕产妇、危急儿童抢救组织和制度。
同时，积极配合州卫生局开展了2010年“新生儿窒息复苏”技能培训。今年，芒市有产妇4906人，孕产妇死亡2例，死亡率40.33/10万，婴儿死亡61例，死亡率12.3%，住院分娩率达97.08%，孕产妇保健覆盖率达100%。
