河南省艾滋病蔓延势头得到初步的遏制 女性感染艾滋病增长幅度超过男性

河南省上蔡县芦岗乡文楼村曾经是一个因艾滋病而闻名全国的村庄，今天，记者来到文楼村采访，文楼人告诉我说，他们正充满信心地融入社会，开始新的生活。

记者了解到，现在的文楼村，所有的艾滋病患者都可以享受免费医疗，艾滋病快速蔓延的势头基本得到遏制，感染者和病人的生活质量也已经得到明显改善。
另外一组数据同样让人欣喜。今年1到10月，河南省新发现HIV感染者和病人2574人，比去年同期减少9.86%，这已经是河南省连续第五年出现艾滋病新增感染人数和病死率的双下降。
河南省疾控中心性病艾滋病防治研究所所长朱谦：“取缔了非法采供血的活动，彻底遏制了艾滋病经血传播。对感染者定期回访，帮助他们采取保护措施，减少二代传播。”
中华红丝带基金昨天以“爱与艾的相连”为主题，在北京北展剧场举办公益慈善晚会，号召社会关爱艾滋病患者。中华红丝带基金成立5年来，已资助并安置了数千名受艾滋病影响的儿童。

背景：据卫生部公布的数据显示，截至今年10月底，全国累计报告艾滋病病毒携带者、艾滋病病人已超过37万，其中艾滋病病人超过12万。目前，我国艾滋病流行具有以下特点：疫情呈上升趋势，但上升速度有所减缓；艾滋病疫情地区分布差异大；性传播成为主要传播途径，同性传播上升速度明显；全国受影响人群增多，流行模式多样化。

“我有一个梦想，就是考上北京音乐学院。在此感谢关心我的叔叔阿姨，是你们让我敢于做这样的梦。我还希望国家采取措施防止艾滋病蔓延！”在今年12月1日第23个“世界艾滋病日”前夕，一名因艾滋病失去父母、受到中国温暖“12·1”项目资助的孩子，在全国妇联权益部等主办的“12·1”儿童权益论坛上讲述的这段话，让与会的许多专家、学者动容。
性传播取代注射吸毒成为首要传播途径
“我国艾滋病流行现状不容乐观。”中国疾病预防控制中心、性病艾滋病预防控制中心副主任汪宁教授在接受《法制日报》记者采访时表示，近日公布的我国六省艾滋病疫情及防治状况数据的社会性别分析报告表明，女性受艾滋病影响日益增大，男女性别比例逐年缩小。
这一报告分析的主要对象是广东、广西、云南、河南、湖北和重庆等六省的疫情和防治数据。
分析发现，我国每年新报告的艾滋病病毒感染者中，男性和女性的比例已从20世纪90年代的5：1上升到2009年的2.3：1，表明女性艾滋病疫情增长幅度相对男性更快。既往艾滋病感染以男性注射吸毒者为主的地区，女性感染者比例也明显上升。
“性途径成为女性感染艾滋病的首要途径。”这一报告认为，我国近年来艾滋病流行模式发生了显著改变，性传播已取代注射吸毒上升成为第一位的传播途径，这种传播模式的变化对女性的影响更为突出。
全国数据显示，在历年报告的女性艾滋病病毒感染者中，经性途径感染比例已从2000年的30.1%上升到2009年的77.4%。具有艾滋病病毒感染风险的女性既包括本身有高危行为的女性，例如暗娼和女性吸毒者，也包括男性艾滋病病毒感染者或有高危行为男性的配偶。
保障受感染者及因艾滋致孤人群的权益
“这次活动真是帮了我天大的忙。起初来的时候，我伤心极了，没有父母，没有学习的机会，我觉得我面前一片黑暗。经过培训，我觉得人间处处有真情、有真爱。”这是在云南省梁河县参加专门为受艾滋病影响的孤儿举办的培训班后，一名孤儿写的一段话。
云南省由于特殊的地理环境，深受毒品和艾滋病的影响。近10年，艾滋病病毒感染者陆续发病死亡，受艾滋病影响的新的孤儿群体面临着比其他人群更为困苦艰难的生活。
2008年，云南妇女儿童发展中心开始实施中国温暖“12·1”项目，每年为受艾滋病影响儿童提供资金救助，同时，依托妇女干部和社区志愿者为孤儿提供心理关怀，使这些孤儿在寄养家庭、在社区里与其他儿童一样健康成长。目前，云南省14个州市妇联开展了项目活动，救助受艾滋病影响儿童2032名，遍布64个县，收到了良好的社会效果。
这只是我国保障感染者和患者的权益，关怀受艾滋病影响的孤儿的一个缩影。
“我国政府高度重视艾滋病防治工作，全面实施艾滋病防治政策，保障感染者和患者接受医疗、救助的权益。”全国妇联副主席、书记处书记甄砚在接受记者采访时介绍，我国政府不仅制定了《艾滋病防治条例》、《中国遏制与防治艾滋病行动计划(2006—2010年)》等法规政策，而且建立完善了“政府组织领导，部门各负其责，全社会共同参与”的工作机制。此外，我国将艾滋病患者符合基本医疗保险规定的医疗费用纳入给付范围，取消了艾滋病病人和感染者的入境限制等等。
为做好女性艾滋病防治工作，2008年我国修订了《预防艾滋病母婴传播工作实施方案》，中央财政经费支持开展的预防艾滋病母婴传播工作地区由2007年的271个县(市、区)增加到2009年的453个县(市、区)，孕产妇艾滋病病毒抗体筛查人数从每年约196万人增加到2009年的400多万人。
甄砚介绍，全国妇联认真地落实《艾滋病防治条例》，并制定《全国妇联预防与控制艾滋病战略规划》。2010年艾滋病综合防治示范区已达到309个。2008年4月，全国妇联争取中国移动通讯有限公司捐助5000万元，实施中国温暖“12·1”爱心基金项目。至今年11月，该项目已覆盖15个省的近300个县，资助儿童累计达12931人。
“这是目前我们能发现和找到的全部因艾滋病致孤的人群。”甄砚说。
关注女性健康推动防艾法律出台落实
“虽然包括女性在内的艾滋病病人和感染者的权益得到了有效保护，但同时我们也要看到，艾滋病疫情不容忽视，部分地区和高危人群疫情严重。”甄砚指出。
她强调，对于女性艾滋病病人和感染者来说，面临较男性更为严峻的挑战：她们的婚姻家庭生活更为脆弱、子女健康与教育的担子更为沉重、她们对权利的需求更为迫切、她们面临的心理压力更为沉重。
“因此，维护艾滋病病人和感染者，尤其是女性病人和感染者的合法权益，改善她们的生活状况是包括妇联在内各有关部门义不容辞的责任，也是直接关系到社会和谐稳定的重大社会问题。”甄砚强调，要通过努力，让广大妇女掌握艾滋病防治的知识，不仅了解知识而且改变行为，保护好自己和家人；让全社会都能正确对待女性艾滋病病人和感染者以及受艾滋病影响的儿童，努力消除歧视和区别待遇，推动改善她们的生活和社会环境；面向流动妇女、服务业从业女性等重点人群深入宣传，帮助她们珍爱生命、远离艾滋病。
据了解，全国妇联将继续推动防治艾滋病的政策和法律的出台与落实，特别要使艾滋病病人和感染者获得必要的社会援助和基本保障。全国妇联以社区为重点，在试点中积极探索社区工作的方法和模式，以家庭为基本单位，深化对妇女面对面教育和服务。来源法制网——法制日报)
