新华社乌鲁木齐9月13日电 记者关俏俏 13日，新疆维吾尔自治区新闻办公室召开新闻发布会，解放军军事医学科学院专家组、乌鲁木齐市公安局通报了乌鲁木齐“针刺事件”送检样本检测结果、就诊人员复(会)诊情况及司法介入情况。
解放军军事医学科学院疾控和生物安全办公室主任钱军介绍，经军事医学科学院(解放军疾病预防控制中心)北京中心实验室对前一段时间发生的针刺事件送检样本的分析检测，未发现人工放射性物质和有毒化学物质，未检测出炭疽杆菌、鼠疫菌、土拉热菌、布鲁氏菌、鼻疽菌、类鼻疽菌和肉毒毒素，亦未检测出艾滋病病毒。
钱军说，部分就诊人员存在不同程度的焦虑和抑郁情绪，建议进一步开展有针对性的心理咨询与服务工作。
在自治区卫生厅的统一组织下，军地联合专家组还对前期“针刺事件”就诊人员的就诊信息资料进行了全面分析，并随访了138人，复(会)诊110人，均未发现针刺部位有明显病损，亦未发现其他严重并发症。
发布会上，乌鲁木齐市公安局副局长王文贤还就“针刺事件”的司法介入情况作了通报：
一、从已接诊、治疗、检测的病例看，针刺行为虽未对被害人身体健康造成明显伤害后果，但已对被害人本人及家庭、社会造成恐慌，严重扰乱正常生产、生活、教学秩序，社会危害极大，已触犯《中华人民共和国刑法》相关规定，依法应予严惩。
二、公安机关已协同武装警察部队，加大社会面控制，加强在人员密集、复杂敏感区域和公共场所巡逻、检查、抓捕力度，切实强化防范、打击措施，全力以赴快侦快破针刺伤害群众案件和其他刑事案件。
王文贤表示，公安机关完全有能力驾驭社会治安局势，维护社会稳定。希望市民保持警惕，对正在实施犯罪和犯罪后逃跑的，立即依法扭送公安机关或报警，并积极提供证据、线索，协助公安机关开展侦查工作。对检举、揭发犯罪行为，提供破案线索人员，将给予奖励。同时，也希望市民注意加强自身安全防范，严防敌对势力实施各类破坏活动。
此外，公安机关正告：实施针刺伤害群众等犯罪活动的人，应立即向公安司法机关投案自首，积极检举、揭发他人犯罪。对于投案自首或有立功表现的，可依法从轻或减轻处罚；有重大立功表现的，可依法减轻或免除处罚；自首又有重大立功表现的，依法减轻或免除处罚；对于顶风作案的，坚决依法严惩。
