北海市启动艾滋病防治综合示范区建设

    10月29日下午，我市召开全国艾滋病综合防治示范区北海启动会暨艾滋病防治工作会议，通报近期我市艾滋病防治工作情况，分析形势，研究部署下一步工作。
    据了解，我市于1998年首次在吸毒人群中发现艾滋病病毒感染者，1999年首次报告艾滋病病人。截至2009年9月30日，全市累计报告本地艾滋病感染者和病人341例。我市艾滋病流行主要呈现以下特点：艾滋病流行虽仍处于低流行阶段，但疫情有快速上升趋势；性传播途径已成为我市艾滋病感染的主要途径；感染和发病以青壮年男性为主，从高危人群向一般人群传播，城乡差别不明显。在全市各有关部门的共同努力下，我市艾滋病感染率控制在广西最低水平，今年，我市被卫生部列为国家与自治区共建艾滋病综合防治示范区。
    市委常委、宣传部长、副市长、市防艾委主任李蔚强调，要认清形势，引起重视，充分认识艾滋病防治工作的重要性、艰巨性和长期性，进一步增强做好艾滋病防治工作的紧迫感和责任感。要健全机制，落实责任，充分调动各方的积极性，发挥部门职能作用及民间志愿者组织的特殊作用，采取有效的预防和干预措施，坚决遏制艾滋病在我市蔓延的势头，切实达到新提出的减少新发艾滋病病毒感染、降低艾滋病病死率、提高艾滋病病毒感染者和病人生存质量的“两降一升”的总体目标。要深入开展宣传教育活动，创造良好社会氛围；切实加强监测和检测工作，掌握流行趋势；落实干预措施，有效防控疫情的传播和蔓延；强化对艾滋病感染者和病人综合管理，为城市发展、社会进步、人民健康尽到应有的责任，把我市艾滋病防治工作提高到一个新水平。
